Objectives
The world is experiencing a serious pandemic from Covid-19. Though TV programs, internet news, and newspapers are broadcasting the significant impact of the pandemic on our economy, daily life, and medical systems, few media sources accurately discuss the relevant legal issues. This seminar aims to understand and analyze the major legal issues involved in the efforts of societies to cope with the Covid-19 pandemic through a comparison of U.S. and Japanese law.

Contents
Among the various legal issues around the Covid-19 pandemic, this seminar will address issues of governmental power, commercial restriction and compensation, privacy, freedom of movement/ gathering, medical law (especially vaccination and rationing of medical resources), impracticability of performance of contractual duty, and international relations (especially border control) under both U.S. and Japanese law. Through reading and discussion, students will examine the legal problems surrounding each issue and how the laws in the United States and Japan respond to such problems. All students are required to complete assigned readings and either prepare short presentations or make comments before the class. In class, after students’ presentations, we will have discussion on the issues.
