By the end of the course, students will be able to:
・understand the history of the decriminalization of prostitution in Europe.
・analyze key issues from both historical and critical perspectives.
・articulate their opinions on key issues from a historical viewpoint.
In recent years, Europe has experienced a growing movement toward the “decriminalization” of prostitution, meaning that prostitution is no longer classified as a criminal offense. In 2016, the UK Parliament formed a committee to investigate the decriminalization of prostitution, and discussions are still ongoing. To gain a deeper understanding of this seemingly paradoxical historical shift, it is essential not only to examine the present but also to explore the roots of the issue. With this perspective, this course will examine the historical development of the prostitution debate, focusing on the United Kingdom as a case study. Special emphasis will be placed on topics such as the concepts of order, punishment, freedom, and sexually transmitted diseases.

近年のヨーロッパでは、売春の「脱犯罪化」、すなわち、売春を違法とはみなさなくなる動きが進んでいる。イギリスの議会は、売春の「脱犯罪化」を検討する委員会を2016年に組織し、現在も審議を続けている。このような、一見すると奇妙に思える歴史的変化への理解を深めるためには、現在に目を向けるだけではなく、その問題の起源に立ち戻って考える必要がある。このような問題意識を踏まえ、本講義ではとりわけイギリスを事例に、売春問題の歴史的展開を、秩序や刑罰、自由の観念、性感染症といった要素に注意しながら論じる。
