The objective of this course is not merely to learn about Hansen’s disease policies and the history of Korean residents in Japan as factual knowledge, but to develop the ability to critically examine the values and views of humanity upon which these policies and histories have been formed. In addition, the course aims to cultivate a multidimensional understanding of the relationships among the state, institutions, and civil society, and to enable students to reflect independently on contemporary society and education from the perspective of human dignity.
This course focuses on the history of Hansen’s disease policies in Korea and the experiences of Korean residents in Japan, using materials such as JLM newsletters and Tsukisō no Tarubitto (Moonlight of Kusatsu) as core texts. Each session is organized around guiding questions, and learning progresses through a combination of lectures by the instructor and discussions among students. Through close reading of materials and the exchange of perspectives, students deepen their understanding of the topics addressed.
Tsukisō no Tarubitto (Moonlight of Kusatsu) is a collection of testimonies centered on Korean residents in Japan who lived in the Kusatsu sanatorium after being affected by Hansen’s disease. It serves as a valuable source for conveying the experiences and memories of those who were marginalized behind state policies and institutional frameworks. The JLM newsletters document the practices of a Christian-based civic organization engaged in supporting persons affected by Hansen’s disease, providing important insights into the roles and limitations of civil society in areas where state policies and institutions did not sufficiently reach.
In addition, the course includes a fieldwork visit to Zenseien, through which students are encouraged to engage not only with histories that have been formally recorded in documents and exhibitions, but also with memories that remain as silence or absence. By moving between textual materials and field sites, students cultivate the ability to connect past and present and to reflect on historical issues in a deeper and more integrated manner.

本講義の目標は、ハンセン病政策や在日コリアンの歴史を単なる知識として学ぶことにとどまらず、それらがどのような価値観や人間観に基づいて形成されてきたのかを批判的に検討する力を身につけることである。あわせて、国家・制度・市民社会の関係を多角的に捉え、人間の尊厳という視点から現代社会および教育の在り方を主体的に考察できるようになることを目指す。

本講義では、韓国のハンセン病政策および日本社会における在日コリアンの歴史を主な検討対象とし、JLM 会報や『草津のタルビッ（月あかり）』といった資料を用いながら、各回ごとに設定された「問い」を軸に学習を進める。講義は、教員による解説と受講者同士の討論を組み合わせる形で行い、資料の読解と意見交換を通して理解を深めていく。
『草津のタルビッ（月あかり）』は、群馬県草津療養所に生きた在日韓国・朝鮮人ハンセン病回復者の証言を中心に構成された記録であり、国家政策や制度の背後で周縁化されてきた当事者の経験と記憶を伝える貴重な資料である。また、JLM 会報は、キリスト教を基盤とする市民団体によるハンセン病回復者支援の実践を記録したものであり、国家の政策や制度が十分に及ばなかった領域において、市民社会が果たしてきた役割とその限界を読み解くための重要な手がかりを提供する。
さらに、全生園でのフィールドワークを実施し、文書や展示として「記録された歴史」だけでなく、沈黙や欠落として残された記憶にも目を向ける。資料と現場を往還しながら、歴史と現在を結びつけて考察する力を養う。
