The course examines economic policies at a turning point. To this end, the course will study the development of finance-driven globalization and understand the circumstances of the frequent occurrence of financial crises. It will then study the history and search for national economic policies that have responded to the global crisis. At the same time, we will explore the circumstances of the rise of anti-globalization.Considering the development of economics and America's 250-year history, we can understand that what appears to be a sudden shift in the international economic order actually emerged within cyclical fluctuations and waves.
The advancement of finance-driven globalization and policy responses to financial crises have been sought. First, we examine policies under global capitalism while reviewing currency crises and the global financial crisis. Subsequently, anti-globalism has also risen, leading to a shift in many countries from the economic ideologies and neoliberal policy frameworks that drove globalization toward state-led economic nationalism policy frameworks. In the 2024 elections across major nations, inflation (alongside economic issues like unemployment) and anti-immigration sentiment (anti-globalism) became key issues, leading to the defeat of ruling parties. Starting from the United States, a major transformation in the international economic order is underway. By examining the US-China new Cold War, the “100 Years of America First,” and “Donroe Doctrine” (Trump-version of Monroe Doctrine), we will grasp the current phase of global system change and examine policy responses by various nations.

転機にある経済政策を検討する。そのために，金融主導のグローバリゼーションの展開について学び，それを支えた経済政策思潮である新自由主義とその政策を学ぶ。それによって金融危機頻発の事情を理解し，グローバル危機に対応してきた各国経済政策の経緯と模索について学ぶ。代って台頭した反グローバリズムと経済ナショナリズムの政策思潮とその政策について学ぶ。経済学とアメリカ建国の250年の展開をふまえれば，突然の転換に見える国際経済秩序の転換などの事態が，実は周期的な揺れと波の中で生じたものであることを理解できるはずである。
The course examines economic policies at a turning point. To this end, the course will study the development of finance-driven globalization and understand the circumstances of the frequent occurrence of financial crises. It will then study the history and search for national economic policies that have responded to the global crisis. At the same time, we will explore the circumstances of the rise of anti-globalization.Considering the development of economics and America's 250-year history, we can understand that what appears to be a sudden shift in the international economic order actually emerged within cyclical fluctuations and waves.
金融主導のグローバリゼーションの進展と金融危機のへの政策対応が模索されてきた。まず，通貨危機とグローバル金融危機を振り返りつつ，グローバル資本主義の下での政策について検討する。その後，反グローバリズムも台頭し，グローバリゼーションを主導した経済思潮と新自由主義的な政策体系から国家が主導する経済ナショナリズムの政策体系への転換が各国で起きている。主要国における2024年の選挙では，インフレ（＋失業などの経済問題）と反移民（反グローバリズム）が争点となって，政権党が敗北した。アメリカを起点にして，国際経済秩序の大きな転換が生じている。米中新冷戦，「アメリカ第一主義」の100年，「ドンロー主義」（トランプ型モンロー主義）などの解明を通じて，世界システム変動の現局面をとらえ，各国の政策対応を検討しよう。
