Agricultural policy is primarily an economic policy related to farm management, price support for products, markets, import and export, etc. Today, however, it also includes the policies for resource and environmental conservation, support policies for the development of food-related industries, and consumer protection such as food safety measures. The scope of agricultural policy is broad, and sufficient consideration is required not only for economic aspects but also for non-economic aspects. The goal of this class is to understand the current state of development of such agricultural policies from an international perspective.
This class will begin by explaining the basic agricultural policy related to price support and trade, and farm management stabilization measures. It will then explain the environmental and resource conservation policy, rural development policy, and food safety policy, including standards, and labeling regulations. With regard to global warming and biodiversity, we will discuss about new policy for transition to a sustainable agriculture and food system.

農業政策は，本来的に農業経営や農産物の価格支持，市場・貿易に関わる経済政策である。しかし今日では，資源・環境保全に配慮した農業の振興策や，食品関連産業に対応した支援策，また食品安全対策をはじめとする消費者保護政策等が含まれる。農業政策の守備範囲は広く，経済面にとどまらない非経済的な面にも十分な配慮が求められている。本授業の目標は，そのような今日的な農業政策の展開状況を国際的視野から理解することである。

本授業は，はじめに農業政策の基礎である農産物価格政策・貿易政策，経営安定対策等について解説する。つづいて環境・資源保全政策，農村振興政策，食品安全・規格基準・表示規制等の市場制度について解説する。また国際的に温暖化対応および生物多様性保全がつよく要請されており，持続的な農業食料システムに向けた政策が展開されている。それらの現状をふまえて農業政策の今日的課題について考える。
