【Course Objectives】

This seminar aims to achieve the following three learning outcomes:
①Knowledge & Understanding:
Students will understand the dynamics between knowledge, innovation, and economic development, while identifying the critical challenges intellectual property rights systems face in achieving sustainable socioeconomic development.
②Skills & Abilities:
Students will develop the capacity to conduct both theoretical and empirical research on intellectual property rights frameworks and real-world innovation practices across global and national contexts.
③Attitude & Perspective:
Recognizing the profound importance of knowledge and current challenges in innovation and development, students will foster a proactive mindset toward contributing to a sustainable socioeconomic future as global citizens.

【Course Contents】

Today, the importance of knowledge in socioeconomic development is increasingly paramount. Knowledge encompasses the fruits of a broad spectrum of human intellectual activities—ranging from insights acquired through direct experience to achievements gained through purposive creative endeavors. In this sense, it can be said that all technology is fundamentally knowledge. Furthermore, the volume of knowledge available within a given society determines its technological and productive capacities, thereby shaping the prospects for its socioeconomic development.
Knowledge—particularly useful knowledge related to technology—is inherently intangible and lacks clear physical boundaries. Nonetheless, in modern times, knowledge has been institutionalized and legally defined as intellectual property rights, giving it artificial boundaries and allowing it to be treated much like tangible property. The intellectual property rights system is designed to stimulate innovation and promote overall socioeconomic development by granting right holders exclusive monopolies over specific knowledge for a limited period, while requiring that the details of such knowledge be disclosed to society rather than kept secret. In practice, however, this intellectual property rights system can sometimes generate entrenched monopolies over knowledge, thereby impeding innovation and the development of society as a whole.
In today's world, knowledge is vital not only for enhancing productive forces to transform the natural environment, but also for protecting nature and building a sustainable socioeconomic system. Consequently, we are compelled to address how to institutionalize knowledge and stimulate innovation and socioeconomic development while preventing its monopolization.
Therefore, this seminar aims to examine the nexus between knowledge, innovation, and economic development from a political economy perspective, with a primary focus on the intellectual property rights system, and to practically investigate real-world issues. Toward this end, in this seminar, students will acquire foundational knowledge through the reading and discussion of assigned texts during the spring semester, followed by collaborative group research paper writing and academic presentations in the autumn semester.
