【Course Objectives】

By deeply studying social security systems and related employment systems from the perspectives of economics and social policy, students develop policy-oriented thinking skills. Through debate, they cultivate precise research abilities, logical reasoning, clear communication skills, and collaborative teamwork. By examining social security systems, they gain an understanding of societal structures and enhance their capacity to lead fulfilling lives.
As we enter a period of population decline, social security itself faces pressing demands for transformation. Achieving a sustainable society necessitates national debate on how social security should be reformed. In this era without clear-cut answers, we aim to cultivate an attitude of contemplating desirable social security systems and societal structures through dialogue with peers.

【Course Contents】

The purpose of social security is to stabilise citizens' lives, eliminate social unrest, and ensure societal stability. Studying social security systems involves broad consideration, ranging from the smallest societal unit—individual lives—to the national economy and state finances encompassing society as a whole. It may well be termed an applied science of economics and policy studies. Meanwhile, attention is being paid to the effect of social security systems in enhancing social capital and promoting societal innovation.Conversely, we must confront the reality that as we enter a period of population decline, the burden of social security costs, particularly for younger generations, is increasing, fuelling intergenerational conflict.
This seminar will feature debates in many sessions. As social security systems are subject to policy-oriented debates, debate proves an effective method for understanding their issues and key points. Furthermore, through group learning via debate, participants can enhance their research skills, dialogue and communication abilities, and critical thinking capabilities in an engaging manner.
Specific systems covered include healthcare security (health insurance), income security (pensions, employment insurance, welfare benefits, etc.), care security (long-term care insurance, family support), and contentious social policies such as employment issues and labour system reform.Employment practices (Japanese-style labour-management relations), which were closely linked to the social security system, have also reached an impasse, making employment system reform a major point of contention. When examining these issues, comparing mature welfare states in Europe with Japan, which is at the forefront of ageing, yields valuable insights. Particular emphasis is placed on comparisons with Nordic countries, such as Denmark, which is the specialisation of the instructor.Furthermore, East Asian countries such as China, South Korea, and Taiwan are also developing their social security systems, making them comparable to Japan. We will examine social security from a global perspective and envision sustainable and effective social security systems.
Fieldwork sessions are scheduled for spring and summer. Participation begins in the spring at the end of the first year. The writing of a graduation thesis is compulsory.
