In this course, environmental policy is examined from a social science perspective, with a focus on both theoretical frameworks and their application to real-world environmental problems. Through the course, students will develop the following competencies:
1. The ability to understand the characteristics of interactions between human activities and environmental problems in contemporary society.
2. The ability to analyze real-world environmental problems using fundamental theoretical frameworks, such as common-pool resource theory.
3. The ability to explain the strengths and weaknesses of multiple policy instruments aimed at addressing environmental problems.
This course begins by examining the role of markets in resource allocation and their limitations, and explores the relationship between economic activities and environmental problems. It then positions environmental problems as a representative case of market failure and lectures on the effectiveness of environmental policy instruments such as direct regulation and environmental taxes. Building on these theoretical perspectives, the course provides an overview of the historical development and current status of specific environmental issues, including pollution problems in Japan and global environmental challenges. Finally, the course examines the relationship between environmental problems and other social issues.

本授業では社会科学の視点に立ち環境政策の理論と実際の環境問題への適用を講義する。この講義を通して受講生は以下の能力を身に着ける。
1. 現代社会における人間活動と環境問題の相互作用の特徴を理解する能力。
2. 共有資源問題といった基礎的な理論枠組みを用いて現実社会の環境問題について分析する能力。
3. 環境問題の解決に向けた複数の政策手段について、その長所と短所を説明できる能力。

この授業では、資源配分における市場の役割とその限界を出発点に、経済活動と環境問題の結びつきについて解説する。次に環境問題を市場の失敗の一例と位置づけ、直接規制や環境税といった環境政策の効果について講義する。さらにこうした理論的視座を用いつつ、日本の公害問題や地球環境問題といった具体的な環境問題の歴史と現状について概説する。そして最後に環境問題と他の社会問題の関係について講義する。
