International politics and society are essentially different from domestic politics and society. The world still exists as a system of sovereign states, and there is no world government which transcends the governments of each sovereign state. In this sense, international relations is an anarchic system. Therefore, Russian unilateral invasion of Ukraine and Israeli indiscriminate massacres in Gaza are difficult to stop. The goal of this course is to acquire a basic perspective and knowledge of the realities, history, and theories of international politics and international relations which are hard be seen while in Japan, which seems to close its eyes to the reality of the world.
This course consists of four parts. First, an overview of the period from the early modern Europe, when full-scale diplomacy and international relations began, to the present post-Cold War, will be provided. Next, international political theories such as realism and liberalism are explained. Furthermore, the past and present of international politics by theme, including diplomacy, security, the United Nations, culture, and media are examined. Finally, America's wars from the 1980s to the Iraq War at the beginning of this century, and Russia's wars that have intensified since the beginning of this century, from the Estonia cyber attack and the Russia-Georgia war to the invasion of Ukraine, will be examined.

高校世界史レベルの欧米近現代史の知識が必要
国際政治・社会は国内政治・社会とは質的に異なる。世界は依然、主権国家システムであり、各主権国家の政府を超える世界政府は存在しない。その意味で、国際関係はアナ―キックシステムである。それゆえに、ウクライナへの一方的な軍事侵攻やガザでの無差別虐殺に近い行為がまかり通ってしまう。世界の現実に目を閉ざしたような日本にいると見えてこない国際政治・国際関係の現実と歴史・諸理論について、基礎的な視点と蓄積を身につけることが本授業の目標である。

本授業は４部からなる。まず、本格的な外交・国際関係がはじまった西欧近代初頭から冷戦、ポスト冷戦の現在までを概観。次いで、リアリズム、リベラリズムなどの国際政治理論を概説する。さらに、外交・安全保障・国連・文化・メディアなどのテーマ別に国際政治の過去・現在を検討する。最後に、１９８０年代から今世紀初めのイラク戦争に至るアメリカの戦争と、エストニア・サイバー攻撃とロシア・ジョージア戦争からウクライナ侵攻に至る、今世紀に入って本格化したロシアの戦争について講ずる。
