The objective of this course is to approach the politics of environmental issues with using both normative and empirical methods to understand its characteristics.
Environmental measures have long been seen as a burden which interferes with economic growth, but balancing economy and environment is important policy agenda in every country today. It is difficult to deny the necessity of environmental measures, but for that very reason the questions below are significant political issues usually. How much is the cost of enough protection measures? Who should pay for it?
For instance, climate change which is now described as 'global boiling' has long been the most contentious issues in environmental politics. At the negotiations in the UN climate conference, the leaders of all countries are always talking about their enthusiasm to tackle the crisis and appealing the upcoming success of their compacts and pledges. But effective agreement on concrete measures and funding policy for it is always postponed, then they are criticized as doing mere wordplay. Worse than that, the relationship between environmental issues and politics becomes much more complex than before, as wars and conflicts in various regions are casting a shadow over environmental measures, while environmental changes caused by climate change put vulnerable people at huge risks nowadays. Environmental politics must be one of the essential parts to understand contemporary politics.
The lectures will focus on the impact of interests for environmental politics, the development of environmental thought and policy ideas with respect to environmental measures. We examine the process of politics including the emergence of new political actors, actions by grassroots movements, and the rising status of science.
Please note that we won't have enough time to check the details of the scientific mechanisms of each environmental problems in the class. So, students must be interested in the current condition of environmental problem and get a lot of information via news media.

環境問題をめぐる政治に規範的考察と実証的考察との両面からアプローチし，その特質を理解する。
The objective of this course is to approach the politics of environmental issues with using both normative and empirical methods to understand its characteristics.
環境対策は長らく，経済成長を妨げる厄介なものと見られてきたが，いまや経済と環境の両立が各国で政策課題となっている。環境対策の必要性そのものを否定することは今日では考えにくいが，そうであればこそ，環境をどこまで守り，その費用をだれが，どれだけ負担するかが政治の大きな争点となる。
いまや「地球沸騰時代」と表現される気候変動への対策は、言うまでもなく、環境政治の争点のうちの代表例である。国連の交渉の場ともなれば、各国のリーダーが口々に危機への取り組みを訴え、交渉の成果をアピールするが、具体策についての合意は常に先送りされており、単なる言葉遊びに過ぎないとも批判される。各地での戦争や紛争が環境対策に影を落とす一方で、気候変動による環境変化によって移民や難民が生まれるなど、環境問題と政治の関係は複雑さを増している。環境政治をとらえることは，現代政治の理解にも不可欠なのである。
本講義では環境政治について，利害関係はもちろん，環境思想や政策アイデアの展開も重視して考察する。環境問題をめぐる新しい政治アクターの登場や市民の行動，科学の影響力の増大など，環境政治のプロセスを具体的に見ていく。
なお，個別の環境問題について自然科学的なメカニズムを詳説する時間はない。受講者は環境問題の現状への関心を高く持ち，報道やインターネット等を活用して積極的に情報を得るよう心がけてほしい。
