The objective of this course is to approach the politics of environmental issues with using both normative and empirical methods to understand its characteristics.
Global warming, now described as "global boiling," is undoubtedly the defining example of contemporary environmental issues. At UNFCCC negotiations, national leaders repeatedly warn of the crisis and tout their achievements, yet concrete agreements are perpetually delayed, drawing criticism that these are merely "empty words." While wars and conflicts in many parts of the world cast shadows over environmental measures, the environmental impacts of climate change are displacing populations and creating "climate refugees." These factors complicate the relationship between environmental issues and politics. Grasping environmental politics is an essential part of examining contemporary politics.
This lecture considers modern environmental challenges as political processes. Its objectives are:
• To provide a theoretical explanation for why environmental issues become "difficult-to-solve political problems."
• To analyze the roles and conflicts among actors (governments, corporations, NGOs) in domestic and international environmental policy.
• To critically evaluate the effectiveness and limitations of laws and international treaties using legal and political science perspectives.
Due to limited class time, we cannot look into the scientific mechanisms of each environmental problem in detail. Students are expected to maintain a high level of interest in current environmental issues and actively seek information through news reports, the internet, and other sources.

環境問題をめぐる政治に規範的考察と実証的考察との両面からアプローチし，その特質を理解する。
The objective of this course is to approach the politics of environmental issues with using both normative and empirical methods to understand its characteristics.
いまや「気候沸騰」とも表現される地球温暖化は、言うまでもなく現代の環境問題の代表例である。国連の交渉の場ともなれば、各国のリーダーが口々に危機を訴え、成果をアピールするが、具体策の合意は常に先送りされており、単なる「言葉遊び」とも批判される。各地での戦争や紛争が環境対策に影を落とす一方で、気候変動による環境変化によって移民や難民が生まれるなど、環境問題と政治の関係は複雑さを増している。環境政治をとらえることは，現代政治の理解に不可欠なのである。
本講義は、現代の環境課題を、政治的なプロセスとして考察する。そこでの目標は、
・ 環境問題がなぜ「解決が困難な政治問題」となるのかを理論的に説明できること
・ 国内外の環境政策におけるアクター（政府、企業、NGO）の役割と対立軸を分析できること
・ 既存の法制度や国際条約の実効性と限界について、法学的・政治学的知見から論評できること
などである。
なお，個別の環境問題について科学的メカニズムを詳説する時間はない。受講者は環境問題の現状への関心を高く持ち，報道やインターネット等を活用して積極的に情報を得るよう心がけてほしい。
