The objective of this course is to learn international comparative perspective with focus on social security, family and gender policy.
Public policy – what government does – is ultimately what political conflict centers upon.This course delves into the politics behind Welfare State. It is broadly divided into three parts. First, we will consider some concepts to help us understand how the Welfare State system expanded after World War II. Secondly, we will examine some contemporary challenges in the Welfare State systems, such as self‐support system, declining birth rates and destitution. In the third part of the class, we will sum up these challenges by considering comparative Social Security, Family and Gender Policy.

公共政策、とりわけ社会保障や家族、ジェンダー政策について、制度の仕組みと現状を国際比較の視点から理解する。
The objective of this course is to learn international comparative perspective with focus on social security, family and gender policy.
戦後の福祉国家システムは社会保障政策とともに発展してきた。しかし、少子高齢化による人口構造の変動や、ライフコースの変化（未婚／晩婚化、女性の社会進出、単身世帯の増加）によって、現在、福祉政策およびジェンダー、家族政策のあり方が問われている。本講義においては、福祉や家族に関する諸政策に焦点をあて、公共政策の主体である福祉国家の変容とともに、21世紀の福祉政策、家族政策、ジェンダー平等に関するを検討する。
この授業は、以下の３つのパートをもとに構成される。
１．福祉国家システムの形成と変容
戦後の福祉国家がいかにして発展してきたのか、またグローバル化や家族の多様化によって、いかなる危機に直面し、改革がなされてきたのかを、国際比較を通して理解する。
２．福祉政策をめぐる政治
「自立」をキーワードに、現在様々な福祉改革が行われている。「自立」にむけた、「自助」や「共助」が求められているが、そのなかで国家や政府はどのような役割を果たすべきであるのか、考察する。
３．ジェンダー・家族政策をめぐる政治
少子化対策、ワークライフバランスといった新しい家族政策やジェンダー平等について、北欧や世界の状況を参考にしながら、日本の問題点や可能性を検討する。
