The aim is to obtain an understanding of the actual situation regarding the administrative system of the country, including its relationship with politics and the relationship between the national and local governments.
The course aims to provide a practical understanding of the mechanisms for policy planning and operation in the national government from various perspectives. Starting with an image of the actual state of national civil servants, who are the driving force behind the administration of the country, the course will then sequentially outline the relationship with politicians who make up the cabinet, the adjustment process within the government, the relationship with the National Diet, the relationship with independent administrative agencies that oversee execution, and the mechanisms for document management and information disclosure that have become issues in recent years, as well as the meaning of policy evaluation. In addition, the course will deepen understanding of the functions and roles of local governments, which are at the forefront of solving social issues.
Although there is no specific textbook required, for those who wish to approach the lessons with a basic understanding, I recommend the two reference books mentioned (they are not used in class, so purchasing them is not mandatory).

国の行政の仕組みを、政治との関係や国・地方の関係を含め、実態に即した理解を得ることを狙いとする。
The aim is to obtain an understanding of the actual situation regarding the administrative system of the country, including its relationship with politics and the relationship between the national and local governments.
国の政策立案のプロセスや運営のための仕組みを、様々な角度から実体的に学ぶ講座とする。
まずは、国の行政の担い手である国家公務員（官僚）の実像のイメージを持つところからスタートし、続いて、内閣を構成する政治家との関係、政府内の調整プロセス、国会との関係、執行等をつかさどる独立行政法人等との関係や、近年問題となった公文書管理や情報公開の仕組み、政策評価の意味などを順次概観する。
加えて、社会課題解決の最前線に置かれている地方公共団体の機能や役割についても理解を深める。
教科書は特に指定しないが、ある程度の基礎的な視座を以って授業に臨みたい者には、参考図書で挙げた2点を推奨する。（授業では用いないので、必ずしも購入の必要はない。）
