【Course Objectives】

The goal is to learn the fundamentals of fiscal theory and to understand and examine various fiscal issues in countries around the world, with a focus on Japan. In particular, the aim is to acquire specialized knowledge regarding the roles that public expenditure, tax systems, and intergovernmental fiscal relations have played in the economic development of various countries, while also clarifying the remaining challenges in Japan's current fiscal management and developing the ability to consider the future direction of public finance.

【Course Contents】

Public finance refers to the activities by which governments, including national and local authorities, raise revenue through taxes and public bonds, and use these funds to provide services to citizens and residents. Public finance is closely connected to our daily lives. When you turn on the television or open a newspaper, it could be said that hardly a day goes by without encountering news related to public finance. Some people may say that topics such as tax reform, budget formulation, and government bond issuance are difficult and hard to understand. However, if we look around at our everyday lives, many things essential to daily life, such as roads and water supply systems, are provided through public finance.
Public finance is an academic discipline that examines how government management of expenditures and revenues (fiscal activities) affects our economic lives. In other words, it is a field of study that investigates questions such as: How do government expenditure activities, including social security and public investment, lead to improvements in people's lives? What impact do government fundraising activities through taxation and bond issuance have on private economic activities? How do national and local government finances influence each other?
This course will explain the fundamental knowledge of public finance necessary to understand fiscal mechanisms. Through studying tax systems, public expenditure, and intergovernmental fiscal relations, students will identify the remaining challenges in Japan's current fiscal management and consider the future direction of public finance. Learning about these various fiscal issues in Japan will also provide many insights for considering the public finances not only of advanced nations but also of Asian countries that are currently achieving remarkable economic growth.
