【Course Objectives】

This course aims to acquire the ability to consider and examine various international problems from the perspective of international law.

【Course Contents】

There arise various international problems (*) on a daily basis in the current international society, most of which hold some aspects of international law. This seminar aims to enhance the ability to find such legal aspects and examine, based on the relevant facts, various international problems from the perspective of international law.
More specifically, in each class, one group (consisted of three persons) or one presenter will make a presentation on the international problem which they will have chosen according to their interest, followed by a discussion among all the participants. This debate will be based on the comments submitted by all the participants in advance and will be led by participants themselves, with the minimum instructor’s intervention.
Every student will make two presentations through this course, the first of which will be made with two other students (a group presentation) and the second of which will be made alone. They can choose any international problem in which they are interested, but the suggested reference book below may be helpful to choose it. In order to make the discussion fruitful, each presenter, whether as one member of a group or as one independent presenter, is required to designate appropriate reading materials, prepare enough for their presentation and lead the discussion, while other participants are also required to read well enough to contribute to the discussion.

*“An international problem” in this context typically refers to a dispute between States (e.g. territorial disputes or international armed conflicts) or a global issue to be addressed in collaboration by the whole international society (e.g. environmental problems), but also includes a domestic measure or problem that has such an international influence as to provoke some responses other than protest, namely, condemnation, recognition or support etc., from other states or international organizations (e.g. creation of a new State as a result of independence of an area from the original State or human rights problems). In addition, notwithstanding some deviation from the original meaning of the word “problem”, it also includes some collaborative measures to enhance common interests among States (e.g. promotion of free trade).
