This course aims to acquire the ability to consider, research and examine various international problems from the perspective of international law.
There arise various international problems (*) on a daily basis in the current international society, most of which hold some aspects of international law. This seminar aims to enhance the ability to find such legal aspects and examine, based on the relevant facts, various international problems from the perspective of international law.
More specifically, in each class, one presenter will make a presentation on the international problem which they will have chosen according to their interest, followed by a discussion among all the participants under the direction of a facilitator student. This debate will be based on the comments submitted by all the participants in advance and will be led by participants themselves as far as possible.
Every student will be a presenter and a facilitator at least once for each.They can choose any international problem in which they are interested, but the suggested reference book below may be helpful to choose it. In order to make the discussion fruitful, each presenter is required to designate appropriate reading materials, prepare enough for their presentation and lead the discussion, while each facilitator should prepare thoughtful questions and critical comments to the presenter and lead the discussion. Other participants are also required to read well enough to contribute to the discussion and make at least one comment in each class.
*“An international problem” in this context typically refers to a dispute between States (e.g. territorial disputes or international armed conflicts) or a global issue to be addressed in collaboration by the whole international society (e.g. environmental problems), but also includes a domestic measure or problem that has such an international influence as to provoke some responses other than protest, namely, condemnation, recognition or support etc., from other states or international organizations (e.g. creation of a new State as a result of independence of an area from the original State or human rights problems). In addition, notwithstanding some deviation from the original meaning of the word “problem”, it also includes some collaborative measures to enhance common interests among States (e.g. promotion of free trade).

【各回の報告者がやること】
報告日の一週間前の授業時までに、受講者全員に予習しておいてほしい文献（複数可）を指定する。その上で、自身の選んだ国際問題について、事実関係を踏まえた上で、それを関連する法規範に照らして検討したレジュメを作成し、報告日の５日前までにCanvas LMSを通じて配布する。
【各回の司会者がやること】
各回の指定文献、報告者のレジュメ、全員のコメント（下記参照）に十分目を通した上で、当日の議論をリードする。また議論が停滞したときに議論を喚起するため、司会者自身が報告者に対して質問や批判を行えるよう十分な準備をしておく。
【毎回参加者全員がやること】
各回の指定文献と報告者のレジュメを読んだ上で、疑問点や報告者に対する賛同・異論などを書いたコメントを、授業日の2日前までにCanvas LMSを通じて提出する。授業時には毎回必ず1回は発言する。

日々生起する様々な国際問題について、国際法の視点から考え、調査し、分析できるようになる。
This course aims to acquire the ability to consider, research and examine various international problems from the perspective of international law.
今日の国際社会では日々様々な国際問題（＊）が生じており、それらのうちのほとんどは国際法上の論点を孕んでいる。この演習では、そのような種々の国際問題について、事実関係を踏まえた上で、そこに含まれる国際法上の論点を抽出し、国際法の観点から検討する素地を養う。
各回の具体的な内容は次の通りである。はじめに報告者が、予め自身の関心に基づいて選んだ国際問題につき報告を行う。この報告の後で、司会者の学生による進行のもと、受講者全員で討論を行う。この討論は、受講者全員が事前に提出するコメントを土台として、また可能な限り受講者自身によって行われる。
各受講者は、報告者と司会者をそれぞれ1回ずつ担当する。報告する国際問題は各自の関心に基づき何を選んでも構わないが、例えば、森川幸一ほか（編）『国際法で世界がわかる』、坂元茂樹『国際法で読み解く外交問題』は参考になる。報告者は、受講者全員による討論を実りあるものにするため、適切な予習用文献の指定、十分な報告準備、及び当日の議論を積極的にリードすることが求められる。司会者は、報告者に対する質問や批判を十分に用意しておくこと、及び当日の議論をリードすることが求められる。他の受講生も、討論に貢献できるだけの十分な予習と、各回最低1回の発言が求められる。
＊ここでの「国際問題」とは、典型的には複数国家間の紛争（領土問題、国家間武力紛争など）や、国際社会で協働して対処する必要のある各国共通の問題（地球環境問題など）を指すものの、それ以外にも、例えばある国の国内措置や国内問題のうち、他国や国際機関による、抗議以外の何らかの反応（非難、承認、支援など）を呼び起こすような国際的影響を持つもの（一部地域の独立による新国家の創設、人権問題など）も含める。さらに、「問題」という語感とは馴染まないものの、各国が協働して一定の共通利益を促進する措置も含める（自由貿易の促進など）。
