This course focuses on local self-government, examining it through the lens of constitutional law theories. By engaging in discussions on a range of actual issues, the course aims to deepen students’ understanding of the system of local self-government and to strengthen their ability to interpret constitutional law and construct sound legal arguments. In addition, by exploring the historical background of each topic, the course encourages students to recognize the importance of context in legal reasoning that is often insufficiently addressed in traditional lecture-style courses.
In this course, students will engage in intensive discussions of four selected topics related to local self-government.
The topics will be chosen for their contemporary importance: (1) turmoil in local politics, (2) disputes between national government and local public entities and their legal aspects, (3) local self-government in a shrinking society, and (4) globalization and local self-government. After the course begins, however, this composition may be adjusted to reflect the interests and perspectives of the participants. Accordingly, topics beyond those listed above are also welcome.
For each topic, discussions will proceed in three stages: an overview of the issue, an examination of case studies, and a review of the relevant historical background. Active participation and contributions from all participants are encouraged at every stage. In particular, the case studies will be primarily based on group presentations by students.

この授業は、地方自治の分野にフォーカスして、それを憲法学の議論枠組みを用いて検討する。いくつかのトピックを素材に具体的な議論を重ねていく中で、地方自治への理解を深め、また、憲法論の組み立て方への練度を高めることが、目標になる。さらに、各々のトピックについて歴史的な観点からも考察する機会を設けて、普段の講義では言及されにくいような法解釈論の歴史的文脈についても注意を喚起したい。

この授業では、4つのトピックを選び、それぞれについて丁寧に議論を積み重ねることで、地方自治の憲法論に対する理解を深めていく。
トピックの選定基準は、地方自治をめぐる現在喫緊の課題である。具体的には、（1）地方政治の混迷（長・議会・選挙）、（2）国・地方間紛争と法、（3）人口減少社会と地方自治、（4）グローバル化と地方自治であるが、開講後、参加者の意見を反映して構成が修正されることはあり得る。したがって、以上の項目から外れるものでも、何かしら自分なりの関心を有していることは、歓迎される。
各トピックについて、議論は、現代的課題の概説、ケース・スタディ、関連する歴史の検討の三段階を踏むことになる。いずれの段階でも参加者の積極的な関与、発言が奨励され、特にケース・スタディは学生のグループ報告を基調として行う。
