The objective of the seminar is to enhance academic research skills, including information gathering and analysis, debates and discussions, presentations, and report writing, while fostering awareness and critical perspectives on contemporary issues through the study of the EU's role in global governance..
The EU has aimed to shape governance in global challenge areas such as climate change, the digital economy, social justice, and multilateralism based on European values, using a non-military approach. However, with the intensification of geopolitical conflicts, notably the war in Ukraine, and the increasing global division in these areas, the EU is now compelled to strengthen its military capabilities and redefine its security strategy.
In this seminar, students will first acquire fundamental knowledge about the EU, followed by an examination of contemporary, multifaceted, and complex security issues. The seminar will explore what kind of secure future Europe envisions, evaluating its validity, effectiveness, and limitations, as well as considering the impact on the world and Japan.
Specifically, students will engage in reading and discussing relevant literature, conducting research and presenting findings both in groups and individually, and writing reports. Furthermore, opportunities to interact with guest speakers (such as EU diplomats), students from other faculties and universities, as well as participation in Europe-related events, will provide students with exposure to diverse perspectives, values, and cultures.

＜注意事項＞
夏合宿、他大学や市民団体との合同セミナー等（時間外・任意参加）を開催予定。参加は任意であるが、日程が確定すれば演習時間にその準備とフォローアップを行う可能性がある。またEU関連の事件の勃発や 他大学、ゲストスピーカーの都合などにより授業計画が前後にずれることも想定される。さらに演習後の議論の継続やグループワーク等で５限を利用する可能性がある（教室は確保・参加は任意）。
地政学的対立、気候変動、民主主義の危機といったグローバルな課題に対する欧州連合（EU）の取組みをテーマとして、情報収集と分析、討論と対話、プレゼンテーション、レポート作成から成るアカデミックリサーチの技能を向上させるとともに、今日的課題に対する問題意識と批判的視点を育成する。

EUはヨーロッパの価値に基づき、気候変動、デジタル経済、社会的公正、多国間主義といったグローバルな課題分野のガバナンス形成を非軍事的アプローチにより目指してきた。だがウクライナ戦争を筆頭に、地政学的対立の激化と世界の分断により、EUは軍事力の強化と安全保障戦略の再定義を迫られている。
2025年の演習ではEUについての基本知識を習得した後、気候変動、経済、人権も含む今日の多面的・複合的安全保障について検討する。ヨーロッパの描く安全な未来とはどのようなものか、その安全保障観の妥当性、実効性と限界、世界および日本への影響を考察する。
具体的には、関連文献講読と討論、グループ及び個人による調査とプレゼンテーション、レポートの執筆を行う。さらに、ゲストスピーカー（EUの外交官等）や他学部・他大学の学生やNGOとの交流、ヨーロッパ関連のイベントへの参加を通じて、多様な見解・価値観・文化に触れる機会も提供していく。
