Understand the structure of inequality, disparities, and responsibility allocation surrounding climate change, and examine the issues of climate justice.
Climate Justice reframes climate change not merely as an environmental issue, but as a matter of justice situated at the intersection of law, politics, and policy. Who bears the brunt of global warming, and upon whom should the burden of mitigation fall? Whose voices should be included in decision-making? This seminar provides a comprehensive examination of the inequalities and distribution of responsibility inherent in climate measures, the political processes of policymaking, and the role of law.
Drawing on diverse materials-ranging from emerging trends in “climate litigation” and international negotiations to domestic policies and local initiatives: we will decipher the political dynamics driving decisions and explore the nature of justice (equity and fairness). Key areas of focus include intergenerational justice, disparities between the Global South and the Global North, impacts on vulnerable populations (such as children, indigenous peoples, and low-income groups), and the legal obligations of states, municipalities, and corporations. Through presentations and discussions, participants will cultivate the capacity to approach climate change as a defining challenge for contemporary politics and society.

気候変動をめぐる不平等・格差・責任配分の構造を理解し、気候正義の論点について考察する。
Understand the structure of inequality, disparities, and responsibility allocation surrounding climate change, and examine the issues of climate justice.
Climate Justice（気候正義）とは、気候変動という環境問題を「法・政治・政策が交差する正義の問題」として捉えるものである。温暖化によって誰が深刻な影響を被り、誰が負担を引き受ける（べきな）のか。そして誰が意思決定に参加すべきか。このゼミでは、気候変動対策をめぐる不平等や責任配分、政策決定の政治過程、法の役割などを総合的に検討する。
「気候変動訴訟」のような新しい動きをはじめ、国際交渉、国内政策、自治体の取り組みなど多様な素材をもとに、決定の背後にある政治力学と、Justice（正義／公平）のあり方を読み解く。そこで焦点になるのは、世代間正義（intergenerational justice）、グローバル・サウスと先進国の不均衡、脆弱な人々（子ども、先住民、低所得層）への影響、国家・自治体・企業の法的責任などである。これらの論点に関する報告と討論を通して、気候変動を現代社会の根本課題として考える力を養う。
