【授業の目標 / Course Objectives】

地政学的対立、気候変動、リベラル民主主義の危機といったグローバルな課題に対する欧州連合（EU）の取組みをテーマとして、情報収集と分析、討論と対話、プレゼンテーション、レポート作成から成るアカデミックリサーチの技能を向上させるとともに、今日的課題に対する問題意識と批判的視点を育成する。

The objective of the seminar is to enhance academic research skills, including information gathering and analysis, debates and discussions, presentations, and report writing, while fostering awareness and critical perspectives on contemporary issues through the study of the EU's role in global governance..

【授業の内容 / Course Contents】

自由、民主主義、法の支配、多国間協調といった価値と原則に基づく「リベラル国際秩序（Liberal International Order）」の動揺が指摘されて久しいが、第2次トランプ政権の登場は、その決定的な終焉をもたらす可能性がある。これはEUにとって、実存的危機と言えよう。なぜなら、超国家的組織であるEUそのものがリベラルな価値の体現であり、また対外行動を通じてリベラル国際秩序を支える主要な担い手であることを、その存在意義の一つとしてきたからである。さらに、EUが依拠してきたリベラルな価値は、加盟国におけるポピュリスト勢力の拡大により、EUの内部からも揺さぶられている。

2026年の本演習では、まずEUの基本的価値と制度について理解を深めたうえで、EUがそれらの価値をいかにして守ろうとしているのか、あるいは変容を余儀なくされつつあるのかを、外交・安全保障、経済、社会政策、環境政策など、複数の政策領域から検討する。EUの動向は、グローバル・ガバナンス全体のみならず、日本にも大きな影響を及ぼしているという問題意識を持つことが重要である。

具体的には、関連文献の講読と討論、グループおよび個人による調査・プレゼンテーション、レポートの執筆を行う。さらに、EUの外交官等をゲストスピーカーとして招くほか、他学部・他大学の学生やNGOとの交流、ヨーロッパ関連イベントへの参加を通じて、多様な視点、価値観、文化に触れる機会を提供する。

The Liberal International Order (LIO), founded on such values and principles as freedom, democracy, the rule of law, and multilateral cooperation, has long been said to be in decline. The advent of a second Trump administration may mark a decisive turning point, potentially accelerating the erosion of this order. For the European Union, this development constitutes an existential challenge. As a supranational organization, the EU itself embodies liberal values and has defined one of its core purposes as acting as a leading supporter of the Liberal International Order through its external action. At the same time, these liberal values are increasingly being challenged from within, as populist forces gain influence in several EU member states.

In the 2026 seminar, students will first acquire or review a foundational understanding of the EU’s basic values and institutional framework. Building on this foundation, the seminar will examine how the EU seeks to defend these values, or whether it is being compelled to transform them, across a range of policy areas, including foreign and security policy, trade, social policy, and environmental policy. Particular emphasis will be placed on understanding how developments within the EU affect global governance as a whole, as well as their implications for Japan.

The seminar will consist of close readings and discussions of relevant academic and policy literature, group and individual research projects, student presentations, and the writing of analytical reports. In addition, students will have opportunities to engage with diverse perspectives, values, and cultures through guest lectures by EU diplomats and other practitioners, exchanges with students from other faculties and universities, interactions with NGOs, and participation in Europe-related events.

毎回のテーマに関し、情報を収集し自らの意見や疑問点をまとめておくこと。
EUやヨーロッパについての最新の動向についてアンテナを張っておくこと。
EUのウェブサイトやメディア報道等を通じて、英語に触れておくこと。（リサーチは日本語の資料が中心でも構わないが、必要に応じて英語資料も活用できればなお良い。）
グループワークは、メンバーのスケジュールを調整して時間外にも協力して行うこと。
