【授業の目標 / Course Objectives】

「大学に入ったら、好きな勉強を、思いっきりしたい！」。こんな志を持っていた学生に、初心を思い出して、合宿なども含むゼミ活動を通じて仲間を作り、「勉強した」と言える充実した大学生活を送ってもらうことが、このゼミの目標である。政治学・歴史学のアプローチにより、近年急に聞かれるようになった「経済安全保障」と「地政学」「地経学」をめぐる言説を、理解し相対化する視座を獲得し、議論を通じて自分なりの意見を形成することを学ぶ。また、テキストをきちんと読み報告・プレゼンしたり、自ら企画して取材・調査してレポートを書いたり、議論したりする技術を習得する。

"When I enter university, I want to spend a lot of time studying what I like!” The objectives of this seminar are to have students who carried such an intention remember their original purpose and make friends through training camps and other seminar activities to lead a fulfilling university life where they can say that they, "really studied." This course adopts political science and historical lenses to help students understand and relativize the discourses on "Geopolitics," "Geoeconomics," and the emergent concept of "Economic Security." Students will cultivate a critical perspective and learn to develop their own arguments through academic debate.

【授業の内容 / Course Contents】

ここ数年で、「経済安全保障」や「地経学」という耳慣れない言葉が急に使われるようになり、各企業も「地経学リスク」などを念頭に行動しなければならなくなった。また、それらの問題は、日本が戦争に巻き込まれる危険とダイレクトにつながると同時に、私たちの日々の暮らしにも直結するようになった。しかし、この重要な概念が、どのようにして生まれ、それを取り巻く現状がどのようなものなのか、それらの持つイデオロギー的な問題があるとしたらどのようなものなのか。私たちは、それらのことをあまりに知らな過ぎる。
この授業では、「経済安全保障」「地経学」や昔からある「地政学」といったアカデミックな装いをまとったこの重要な問題について、政治学・経済学・憲法学・歴史学などの多面的な視角から理解することを目指す。歴史的・比較的視座から現代を相対化するために、この本を中心に重要なテキストを輪読・報告し、問題意識や分析枠組みを共有した上で、議論する。座学だけではなく、現場での研修(合宿や遠足)、ジャーナリストや外交官、テキストの著者などを招いての研究会なども行う予定である。
本ゼミのメイン・イベントでもある合宿では、経済安全保障の問題を学ぶのに最も適した千歳・苫小牧または北九州・福岡を目的地として考えている。
合宿は、楽しいだけではない、学生時代の忘れ得ぬ思い出になると共に、準備と運営とを通じて大きく成長できる機会となる。調査・計画・手配・調整・交渉・討論などのプロセスが参加者全員にミッションとして与えられ、授業時間以外の準備と積極的な参加が義務である。なお、合宿を終えた秋学期は、合宿などで掴んだ論点について深く掘り下げて学ぶ。
この他にも、参加者が企画やテキストを提案することを歓迎する。ゼミは、君たちが作るものだから。

In recent years, terms like "Economic Security" and "Geoeconomics" have suddenly entered our daily vocabulary, forcing corporations to recalibrate their strategies in response to so-called "geoeconomic risks." These issues are not mere abstractions; they are directly linked to the risk of Japan becoming embroiled in international conflict and have an immediate impact on our everyday lives. Yet, we remain largely unaware of how these critical concepts emerged, the current state of the global landscape surrounding them, and the ideological tensions they may harbor.

This seminar aims to provide a multifaceted understanding of these pivotal issues—often presented in the academic guises of Economic Security, Geoeconomics, and the long-standing field of Geopolitics—from the perspectives of Political Science, Economics, Constitutional Law, and History. To relativize the present through historical and comparative lenses, we will engage in the collective reading and reporting of key texts, sharing analytical frameworks and fostering critical inquiry. Our methodology extends beyond the classroom; the course will feature field research (training camps and excursions) and study sessions with journalists, diplomats, and authors.

The seminar’s "main event" will be a field study in the Chitose and Tomakomai areas of Hokkaido or Kitakyushu and Fukuoka areas, which serve as the most pertinent sites for examining "Economic Security" and the shifting realities of modern industrial policy.

The camp promises not only be enjoyable, but also an unforgettable memory of your student days while also an opportunity to grow significantly through its preparation and implementation. The process of research, planning, arranging, coordinating, negotiating, and discussing is a mission for all participants. As such, preparation and active participation outside of the class schedule is compulsory. In the fall semester, after the camp is over, the students will study in depth the issues that they have grasped at the camp and elsewhere.
Participants are encouraged to propose plans and texts in addition to this. After all, the seminar is what the students make it.

【授業時間外（予習・復習等）の学修 / Study Required Outside of Class】

文献の輪読では、報告者が報告を準備する他、毎回コーディネーターが議論を整理する。報告者は他の文献を参照してテキストを補いつつ、テキストの要旨・論点を整理する。また、報告者とコーディネーターはゼミ当日までにサブゼミを行い、疑問を事前にできるだけ解消すると共に、当日の議論の構成を準備する。それ以外の参加者は、毎回授業日の前々日零時まで（授業は月曜なので、土曜日の終わる夜１２時まで）に該当する論文を読み、コメントをCanvas LMSの掲示板に書き込む。コーディネーターはこれを編集し、当日の議論のために印刷して配布し、当日の議論をコーディネートする。研究会や外交講座、ゼミ論中間報告会なども、事前に資料を読み、事前に提出したコメントを踏まえて、議論を行う。

当日は全員が積極的に議論に参加できるよう、体調を整えて参加すること。
原則として、合宿への参加を必須とする。

ゼミ活動においては、単位や良い成績が取れるかどうかに汲々とするのではなく、知的好奇心を大事にし積極的に参加する学生の参加を望んでいる。

演習論文： 実施する。
一年間の総仕上げとして演習論文を完成し提出することを目標とする。また演習論文は貴重な2単位となる。しかし、やむを得ない事情がある場合には、相談の上、12月の履修中止期間に演習論文の履修中止をすることもできる。また、その後であっても、GPAで多少不利にはなるが、演習論文を提出しないという選択をすることもできる。

参加者は、ゼミ合宿、懇親会などゼミ関係の行事において、未成年飲酒・アルハラ・迷惑行為は絶対に許されないことを銘記すること。授業や行事、論文、メールなどにおけるマナーを、次第に身につけることも必要である。
本ゼミは、ゼミ合宿を学生同士が相互理解と友情を育み、学習意欲を深める核心的な行事として位置付けている。参加できない場合は、正当な理由を明示することが求められる。選抜においてもゼミ合宿に対する意欲が重視される。志望者多数で選抜がなされて採用された場合、惜しくも選に落ちた者に合宿参加を強く望んでいた者がいる可能性があることを理解しておいてほしい。
