1) Through report writing and group presentations, this course aims to improve the fundamental skills that students need. 2) Through the presentation and discussion of the text, we hope to look back on postwar Japanese politics and discuss the challenges facing modern Japanese politics in the future. 3) Through the objectives described above, I would like to train people who can think on their own about the various problems in modern society and who try to express their ideas in their own words.
The seminar is composed of two sections. In the first section, students will learn practical skills through group presentations and report writing, which are introduced in "the Faculty of Law Learning Guide" and "Master of Writing/Presentation". In the second section, by reading "New Liberals" by Tsutomu Hashimoto and Yusuke Kanazawa, published in 2025, I would like to deepen my understanding of the issues and conflicts in postwar Japanese politics, and confirm that there are a certain number of people in Japanese society today who could be called "new liberals," who are different from the traditional "constitutional liberals." Based on this, students will gain a deeper understanding of what kind of society "new liberals" desire and what kind of policies they seek. Furthermore, by examining the various political values that exist in Japanese society today, I would like to consider what the future of Japanese society will look like.
The assignments in the seminars are not difficult, but in order to give group presentations, students must discuss with each other and divide up the work to research various topics outside of class time. In addition, when writing a collection of seminar reports, you are required to research on your own and write with your own logical structure. In that sense, this seminar places emphasis on "output." Since only two credits will be received, in terms of the efficiency of acquiring credits, this course has poor "cost performance or time performance". But I think this course will be a good opportunity to train yourself for those who value deepening their own thoughts and expressing them to others.
We will extend the time of the seminar almost every time, so please do not schedule anything after the seminar. This seminar is only offered in the spring semester, but we are planning a training camp during the summer vacation. Participation in the training camp is entirely optional, but we would like everyone to adjust their schedules to participate.

履修者は毎回、テキストをしっかり読んだ上で参加して下さい。テキストの報告については、担当者を決め、分担して報告してもらいます。また、事前課題による小レポートの執筆、小レポートの相互評価、グループ・プレゼンテーションの準備作業とプレゼンの実施、ゼミレポート集の作成、レポート講評会での書評報告といった課題を予定しています。計画的に取り組み、準備に時間をかければ、いずれも難しい課題ではありません。合宿も計画しています。

レポート執筆やグループ・プレゼンテーションでのパワーポイント作成では、パソコンが必要になります。また、課題提出はインターネットを通じて行いますので、インターネットに接続できる環境も必要です。
演習計画は、履修者数や学生の関心に応じて随時組み替えていきます。この演習は、楽して単位が取れるようなものではありません。その点から言えば、演習テーマに関心がなく、グループでの作業や議論にも積極的に取り組む気のない方が、単位目的でこの演習を志望することはご遠慮願います。なお、笠井が法学部の演習を担当するのは、2026年度が最後になります。
1．グループ・プレゼンテーションやレポート作成を通じて、学生にとって必要となる基礎的技能の向上を目指します。2．テキストの報告と議論を通じて、戦後の日本政治を振りかえると共に、これからの日本政治が抱える課題について議論していきたいと思います。3．以上の目標を通じて、現代社会の諸問題について自ら考え、自分の言葉で表現しようとする人間を育てたいと思います。

この演習は、大きく二つの部分から構成されています。一つは、「法学部ラーニングガイド」や「Master of Writing／Presentation」で紹介されている学生にとって必要な技能を、グループ・プレゼンテーションやレポート作成を進めることで実践的に身に付けてもらうことです。もう一つは、2025年に出版された橋本努・金澤悠介『新しいリベラル』を読み解くことで、戦後の日本政治の争点や対立軸について理解を深めると共に、従来の「護憲リベラル」とは異なる「新しいリベラル」とも呼ぶベき人々が、現在の日本社会には一定数存在していることを確認したいと思います。その上で、「新しいリベラル」がどのような社会を望み、どのような政策を求めているのかについて理解を深めます。また、今日の日本社会に存在する様々な政治的価値観を検討することで、今後の日本社会の姿についても考察していきたいと考えています。
演習で取り組む課題は難しいものではありませんが、グループ・プレゼンテーションを行うためには、授業時間とは別に、学生同士で議論したり、分担して様々な事柄を調べたりしなければなりません。また、ゼミレポート集の作成では、自分で調べ、自分の論理構成で書くことが求められます。その点で「出力」重視の演習です。得られる単位は2単位だけですから、単位取得効率から言えば甚だ「コスパ／タイパ」の悪い演習ですが、自らの考えを深め、それを他者に向けて表現していくことを大切にしたい人には、自分を鍛える良い機会になると思います。
演習はほとんど毎回時間延長しますので、演習の後にはスケジュールを入れないようにして下さい。この演習は、春期のみの開講ですが、夏休み期間中に合宿を計画しています。合宿はあくまでも任意参加ですが、スケジュールを調整して全員参加して欲しいと考えてます。
