The purpose of this course is to provide students who have just started learning about law and administrative systems in the Faculty of Law with a basic understanding of the administrative framework of both the national and local governments.
This course aims to provide a basic understanding of the administrative framework of both the national and local governments, including the policy formation process of the central government of Japan, the relationship between politics and administration, the relationship between the Prime Minister’s Office and each ministry, and the reality of local public bodies, through a reading circle based on two books.
The textbooks must be prepared because the course is conducted in a reading circle format. Each student reads the assigned chapter in advance, deepens their understanding of related facts and other literature or websites, and presents it. Even for students other than the instructor, it is necessary to read the relevant chapter of the textbook in advance.
Regardless of whether you aspire to be a public servant in the future, we expect you to gain a basic understanding and knowledge of administration as a social person, as well as a fundamental quality and education.

本講座は、法学部で法律や行政の仕組みなどを学び始めた学生を対象に、国と地方のそれぞれの行政の枠組みなどについての基礎的な理解を得てもらうことを目的とする。
The purpose of this course is to provide students who have just started learning about law and administrative systems in the Faculty of Law with a basic understanding of the administrative framework of both the national and local governments.
本講座では、二冊の図書をベースとしながら、その輪読を通じて、日本の中央政府の政策形成過程、政治と行政の関係、首相官邸と各府省の関係、また地方公共団体の実態などについて、基本的な事項を中心に概観し、理解を深めることを目的とする。
輪読形式で進めるため、教科書は用意いただく必要がある。
第1回目の講義で、受講者それぞれの分担を決める。各自あらかじめ割り振られた章節を読み、かつ関連する事実関係などについて他の文献やWebなどで理解を深めて発表してもらう。
担当者以外の学生においても、事前に教科書の該当章節は一読して授業に臨むこと。
将来、公務員を志望するかどうかにかかわらず、社会人としての基礎的な素養、教養としての行政に対する理解と知見を得ることを期待する。
