【授業の目標 / Course Objectives】

本講座は、日本の中央政府の政策形成過程、政治と行政の関係、首相官邸と各府省の関係などについて、各自の事前学習を通じて問題意識を持ちながら、政府部内で起きている現実の事象を想像しつつ、日ごろ報道などで見聞きするような政治事象の背景、日本政府が直面する制度的な課題等について、学生同士のディスカッションを通じて、理解を深めることを目的とする。
併せて、地方行政についても、国との関係などを中心に概観する。

This course aims to deepen students’ understanding of the policy‑making process within Japan’s central government, the relationship between politics and administration, and the dynamics between the Prime Minister’s Office and the ministries and agencies. Through prior individual study, students are encouraged to develop their own critical perspectives, imagine the real situations unfolding within government, and explore the institutional challenges facing the Japanese government, as well as the background of political events commonly reported in the media, through discussion with their peers.
In addition, the course provides an overview of local administration, with particular attention to its relationship with the national government.

【授業の内容 / Course Contents】

本講座では、国家公務員や政治家など、政治や行政のアクターについて、実像を意識しながらその活動を捉え、日本の中央政府の機構や機能、政策の形成過程、政治と行政の関係などについて、各回ごとに担当者を決めて、発表と問題提起を求め、これに関して、学生同士が調べながら議論を深め、政治・行政活動の背景、日本政府や日本社会が直面する諸課題等について理解を深めることを目的とする。

併せて、地方行政についても、国との関係などを中心に概観する。

各回の担当者は、初回の講義において割り振る。担当以外の学生においても、各回のテーマに関し、十分な事前学修を行い、自分なりの問題意識を持って臨むこと。

（テキストを輪読する形の演習では、テキストに書かれている字義に囚われたり、内容の理解に追われて、自身の中での洞察的な思考が十分でなくなる恐れがあることから、本演習では、決められたテキストは使用しないこととした。）

This course aims to examine the activities of key political and administrative actors—such as national civil servants and politicians—while keeping their real‑world roles and practices in view. By assigning presenters for each session to offer reports and raise issues, and by encouraging students to investigate and discuss these topics collaboratively, the course seeks to deepen understanding of the structure and functions of Japan’s central government, the policy‑making process, the relationship between politics and administration, and the broader institutional and societal challenges facing the Japanese government and Japanese society.
The course also provides an overview of local administration, with particular attention to its relationship with the national government.
Presenters for each session will be assigned during the first class. Students who are not presenting are also expected to conduct sufficient preparatory study for each topic and participate with their own critical perspectives.
(In contrast to exercises based on reading a designated text aloud, which risk confining students to the literal meaning of the text or focusing solely on comprehension at the expense of deeper insight, this course intentionally does not use a prescribed textbook.)

各回ごとに予定されている内容について各自あらかじめ適切な書籍や文献、Webサイトなどを通じて学習し、自身の興味や関心を整理するなど、学習を深めること。
ゼミでは、予め割り振られた回に、担当者から発表と課題提起をしてもらい、それに基づく議論を行う。
教えてもらう、という受動的な姿勢ではなく、自らが主体的に研究し、学ぶという自律的な学習態度を期待する。
