In Rikuzentakata City, which sustained devastating damage from the Great East Japan Earthquake, reconstruction plans for the disaster are underway, and new urban development is protected by seawalls. At the same time, depopulation, declining birth rates, and aging are accelerating due to the disaster. While attention tends to be focused on the extent of the damage caused by the tsunami, our interest is in how people's lives have changed as a result of the disaster. Leaving their familiar neighborhoods, people have been forced to move collectively to higher ground, relocate individually, or move into public housing for disaster victims, resulting in significant changes not only in the area but also in the living space and lifestyle. In addition, the disaster has attracted attention and the number of people moving from outside the city has increased, making it a major challenge to build new relationships and develop the city, including between new and old residents.
Furthermore, while people are still searching for how relationships and communities have changed since the disaster, the COVID-19 pandemic has made it impossible to build face-to-face relationships and help each other, making it even more difficult to maintain the relationships and support (social capital) that have existed in the area or district for a long time.
In these unique circumstances of Rikuzentakata, traditional urban development methods have their limits, and new ideas and responses must be considered.
In this class, we will focus on the unique changes in the lives of people in Rikuzentakata, asking about life before, during, and after the earthquake and during the COVID-19 pandemic, and from their stories, we will understand and grasp the changes in life and the challenges that have arisen. The students then present their ideas for solving the problem to the Social Welfare Council or local residents, and after receiving feedback, the students hold another round of discussions among themselves. Students will then present their revised ideas so that they can contribute to the Social Welfare Council's future community development activities.
In addition, this class will be held jointly with Iwate University, with students from both universities receiving credits, so students from both universities will work in teams to carry out the activities.
1) Investigate the area in charge in advance and understand the geographical situation, damage situation, cultural background and lifestyle habits, traditional events, etc. of the area.
2) To understand Rikuzentakata, receive lectures from the Social Welfare Council on current lifestyle issues and the status of the Social Welfare Council's urban development efforts.
3) In order to understand the earthquake disaster, we will conduct a tour of Rikuzentakata City and stay overnight at the temporary housing experience center.
4) During on-site fieldwork, each group (4 or 5 people in total from both universities) will work with social association staff to interact with residents and conduct interviews. The theme of the interview will mainly be changes in people's lives, and will not be limited to earthquake damage.
5) Based on an understanding of the traditional events, customs, and culture of the area, ask about changes in human relationships brought about by the earthquake and the COVID-19 pandemic.
6) Discuss the interview content, extract lifestyle issues, and consider ways to solve them.
7) Each team will make a presentation to the Social Welfare Council and residents, and receive feedback on their solutions.
8) Based on the feedback, the group will hold another discussion and consider more realistic solutions. They will then present the results again.
9) After the class is over, a report will be prepared and submitted to the Social Welfare Council and relevant organizations.

岩手大学との合同授業であり、学外活動はほぼ共同作業によるものであること、様々な社会階層の人びとと接し、地域のために、現地の方々からニーズを丁寧にうかがい、考察し、報告する必要があることから、興味関心を高め、協調性、自発性、積極性、責任感をもって、最初から最後まで授業に参加していただくことが求められる。
学外活動時に、共同作業を行うためのノートPCやタブレットを持参する必要がある（所持していない場合には応相談）。
【授業の実施形態等】
◆形式
・本学の授業実施方針に基づきながら、原則全て対面授業で、岩手大学との合同授業として実施する。
・授業は「事前・事後学習」（池袋キャンパス）＋「学外活動」（陸前高田市を対象としたフィールド活動：陸前高田市社会福祉協議会の協働により、岩手大学との合同混成チーム［1班につき5名程度］による地域調査）で行われる。
・事前学習（２回）＋学外活動（合計5日間）＋事後学習（１回）
※学外活動は4泊5日の宿泊プログラム（岩手県陸前高田市内）として実施することを予定している。
※事前、事後学習も含めてすべての授業に参加しなければならない。
※事後学習のレポートは、現地実習の成果として、協働している陸前高田市社会福祉協議会に報告するために使用する。また、岩手大学との間で共有する。
◆開講場所
・事前・事後学習は池袋キャンパス（対面）で実施。
・学外活動は岩手県陸前高田市内（実習）で実施。
◆宿泊先
・陸前高田市内の民間宿泊施設（３泊）
・仮設住宅体験館（１泊）

1回 池袋キャンパス （9月初旬の3～4時限目に実施）事後学習 振り返りとレポート作成（現地への報告書）

【履修上の注意点】
◆対象
・全学部２～４年生 在学8学期目以上は履修不可。
◆履修登録上限
・2025年度春学期の履修登録上限単位数に含まれる
◆履修条件
・全日程に対面で参加可能であること。
・本科目の事前学習がある春学期土曜３～４限、学外活動・事後学習の日程に他の授業を履修していないこと。
・2025年度春学期の学籍が「在学」であること。
・本科目の履修にあたり提出を義務付けている誓約書の内容を遵守できること。
・RSLセンター及び、科目担当者（岩手大学を含む）、学外活動先の指示に従うこと。

・本科目は全学共通科目総合系科目のため、半期6単位の履修登録上限に含まれる。
・一次抽選後に6単位分の科目が登録されている場合、本科目の選考に受かっても登録が無効になるため、本科目を履修したい場合には、一次抽選で申請する科目を4単位以内にすること。

書類審査（科目適合性を判断する。適格者が居ない場合、定員10名を満たさない場合もある）

【保険・学外活動費用について】
・保険料 300円程度（※国内旅行保険に加入、2024年度実績）
・学外活動に伴う費用（交通費、宿泊費等） 20,000円程度（※陸前高田サテライト援助金利用後の実質負担額）となる。
なお、学外活動に伴う費用は、陸前高田サテライト援助金を利用し、参加実績に対して補助（本人口座への振込）するが、学外活動時に履修登録者の一時立替（50,000円程度）が必要になる。
・詳細については事前説明会で説明する。
【その他履修に関する注意事項】
・履修者発表後の自己都合による履修辞退（履修中止）は一切認められないので、最優先として日程を確保しておくこと。やむを得ない理由で辞退を申し出る場合には、一定の手続きを経る必要がある。ただし辞退が認められた場合でも、保険料等の返金は行わない場合がある。キャンセル費用が発生する場合はキャンセル費用を全額負担すること。
・本学池袋・新座キャンパスから、学外活動を実施する岩手県陸前高田市までは、移動に際して、6〜7時間程度掛かることから、疲労等による体調不良が予想される。プログラム参加の前後の日程は余裕をもって体調管理しておくこと。
・初回授業までに定期健康診断を必ず受診すること。
東日本大震災にて壊滅的被害を受けた陸前高田市では、震災復興計画が進み、防潮堤に守られた新しいハードとしてのまちづくりが進んだ。一方同時に、過疎化・少子化・高齢化が震災により加速的に進展している。津波被害の大きさが注目されがちであるが、我々の関心は震災により人々の生活がどのように変化したのかである。従来の住み慣れた地域を離れ、高台集団移転、個人移転、災害公営住宅への入居などにより、地域のみならず生活空間も生活スタイルも大きく変化した。また、震災により注目を受け市外からの移住者が増加し、新旧住民を含め、新しい人間関係を結び、まちづくりを行うことが大きな課題となっている。
さらに、震災より変化した人間関係や地域の在り方を模索している最中に、コロナ禍により対面的な人間関係の構築や助け合いが出来なくなったことから、ますます古くから存在していた地域あるいは地区内の人間関係や支え合い（ソーシャル・キャピタル）を維持することが難しい状況も生まれた。
このような陸前高田特有の状況の中では、従来のまちづくりの手法では限界があり、新しい発想と対応を考える必要がある。
本授業では、こうした陸前高田市独特の人々の生活の変化に焦点を当てることにより、震災前・震災・震災後そしてコロナ禍における生活について伺い、語りの中から生活の変化とそこに起きた課題について理解・把握する。その上で、社会福祉協議会あるいは地域住民の方々に問題解決に向けた考え方を提示し、一度フィードバックを受けて再度学生同士で協議を重ねる。再度練り直した考え方を発表し、今後の社会福祉協議会における地域づくりの活動に寄与できるようにする。
さらに、この授業は岩手大学との合同授業として双方の学生が単位認定される形式で実施することから、両大学学生がチームを組み活動していくことにする。

5) その地区の伝統行事、習慣・文化などの理解を踏まえ、震災およびコロナ禍によってもたらされた人間関係の在り方の変化について話しを伺う。
6) 聴き取り内容について協議し、生活課題を抽出し、その解決方法を考える。
7) 社協および住民の方々を対象に各チームの発表を行い、解決方法についてフィードバックを受ける。
8) フィードバックされた内容を踏まえて再度協議し、より現実的な解決方法を検討する。それを再度発表する。
9) 授業終了後に報告書を作成し、社会福祉協議会ならびに関係機関に寄贈する。

【保険・学外活動費用について】
・保険料 300円程度（※国内旅行保険に加入、2024年度実績）
・学外活動に伴う費用（交通費、宿泊費等） 20,000円程度（※陸前高田サテライト援助金利用後の実質負担額）となる。
なお、学外活動に伴う費用は、陸前高田サテライト援助金を利用し、参加実績に対して補助（本人口座への振込）するが、学外活動時に履修登録者の一時立替（50,000円程度）が必要になる。

【その他履修に関する注意事項】
・履修者発表後の自己都合による履修辞退（履修中止）は一切認められないので、最優先として日程を確保しておくこと。やむを得ない理由で辞退を申し出る場合には、一定の手続きを経る必要がある。ただし辞退が認められた場合でも、保険料等の返金は行わない場合がある。キャンセル費用が発生する場合はキャンセル費用を全額負担すること。
・本学池袋・新座キャンパスから、学外活動を実施する岩手県陸前高田市までは、移動に際して、6〜7時間程度掛かることから、疲労等による体調不良が予想される。プログラム参加の前後の日程は余裕をもって体調管理しておくこと。
・初回授業までに定期健康診断を必ず受診すること。
