・You can explain the characteristics of UNWTO's tourism policy and also the inbound tourism strategies of the tourism-developed countries in EU.
・You can explain the outline of mass tourism that started in Europe in the middle of the 19th century and its historical background.
・You can describe the characteristics of sustainable tourism destination development in advanced tourism countries, primarily in Europe.
Speaking of "international tourism," there are two types: inbound tourism, which welcomes tourists from overseas to Japan, and outbound tourism, in which Japanese tourists head for overseas travel. In the countries of the world, these international tourism policies are extremely various. For example, regarding inbound policies, there are a wide variety of themes such as visa issuance, policies of national tourism organizations (NTOs), the role of DMOs, and the direction of tourism area development.
In this class, we will first learn about the ideal form of international tourism advocated by UNWTO (United Nations World Tourism Organization), and then the world tourism from the background of mass tourism and its era, which began in Europe in the middle of the 19th century, an overview of the flow from then to the present.
Next, we will study mainly the inbound tourism-oriented countries and tourism area development policies in the EU, where tourism advanced countries are concentrated, and compare them with Japan's tourism policies.
In addition, we will deepen understanding while learning the success stories of each country on how tourism administration and the tourism industry should cooperate or divide roles in order to improve the tourism power of the country.

「国際観光」と言えば、海外より日本に観光客を迎え入れるインバウンド・ツーリズムと、日本人観光客が海外旅行に向かうアウトバウンド・ツーリズムという２つのタイプがある。世界の国々においては、これら国際観光政策のあり方も様々である。例えば、インバウンド政策に関しても、ビザの発給、各国政府観光局（NTO）の方針、DMOの役割、観光地域づくりの方向性など、テーマは実に多岐にわたる。
本授業においては、まずUNWTO（国連世界観光機関）が提唱する国際観光の在り方について学び、次に、19世紀半ばに欧州で始まるマス・ツーリズムとその時代背景から、現在に至るまでの世界の観光の流れを概観する。
次に、観光先進国が集積するEUにおける観光立国のインバウンドおよび観光地域づくり政策を中心に学び、日本の観光政策との比較考察を行う。
加えて、国の観光力向上のためには、観光行政と観光産業がどのように連携しあるいは役割分担を行うべきか、各国の成功事例を学びつつ、理解を深める。
Speaking of "international tourism," there are two types: inbound tourism, which welcomes tourists from overseas to Japan, and outbound tourism, in which Japanese tourists head for overseas travel. In the countries of the world, these international tourism policies are extremely various.
