【Course Objectives】

In the wake of the unprecedented challenges posed by COVID-19, the tourism industry is now moving decisively toward a new and dynamic future. Although many challenges remain on the ground, they also represent the starting point for new ideas and emerging opportunities.
This course focuses on both the “challenges” and the “opportunities” facing tourism today, offering an engaging and hands-on approach to learning about regional revitalization.
Participants will take the lead in addressing real-world regional issues, gaining practical ways of thinking essential for navigating an era of constant change. Through group discussions and collaborative work, participants will naturally develop essential professional skills, including flexibility and communication, by actively exchanging ideas with one another.
Let us take the first step together toward leading the future of the tourism industry.
This course offers an enjoyable and inspiring learning experience, filled with stimulating opportunities for exploration and growth.

【Course Contents】

The tourism industry—often described as one of the leading industries of the 21st century—has overcome the historic challenge posed by COVID-19 and continues to move forward with renewed strength. Today, tourism is no longer seen as merely a form of leisure. It is increasingly expected to serve as a means of addressing a wide range of social challenges faced by local communities, and its expanding role and potential are attracting growing attention.
In particular, the rapidly expanding market of international visitors to Japan has become a vital pillar supporting local economies, enabling regions to showcase their unique value to the global market.
In this course, we explore the potential for regional revitalization through tourism, using Ōme City and Okutama Town in Tokyo’s Tama area as the setting. Although part of metropolitan Tokyo, Ōme City and Okutama Town are characterized by a rich diversity in which abundant natural environments, history and culture, and distinctive industries and local communities coexist.
The region offers a wide range of unique and highly promising local resources. Examples of these resources include the “Along the Ōme Railway Hotel Project,” a wide-area collaborative initiative led by municipalities along the Ōme Line that reimagines the entire railway corridor as a single, integrated hospitality experience. In addition, Ōme City is home to a diverse range of local assets, including scenic natural landscapes such as Mitake Gorge, Showa-era retro townscapes, cultural heritage, and living traditions cultivated by local communities over generations. Meanwhile, Okutama Town boasts vast natural environments across the headwaters of the Tama River, featuring deep gorges, pristine forests, opportunities for hiking, canoeing, kayaking, and other outdoor activities, as well as mountain-based satoyama culture rooted in everyday life. Together, these resources form a distinctive collection of regional assets that reflect the unique characteristics of both Ōme City and Okutama Town and hold significant potential. These assets appeal not only to domestic travelers but also to international visitors seeking immersive experiences beyond central Tokyo.
In this course, we will work together to examine how the individuality of these local resources can be curated and reinterpreted to create new value from a global perspective.

The course is structured around the following three components:
1. Lectures
Participants will learn about the tourism resources, challenges, and past initiatives in Ōme City and Okutama Town, as well as trends in the inbound tourism market, the needs of international visitors, and approaches to regional branding from a global perspective. This provides a multifaceted lens for understanding the region.
2. Group Discussions
Through small-group discussions, participants will exchange ideas and develop concrete regional revitalization plans targeting international visitors to Japan.
3. Presentations and Feedback
Each group will present its proposal and receive direct feedback from stakeholders in Ōme City and Okutama Town, as well as professionals engaged in tourism-related fields.

This course goes beyond learning from past case studies; it is a practice-oriented program in which participants engage with real, ongoing regional challenges and develop analytical insights and proposals.
The central theme is “Regional Revitalization through Tourism in Ōme City and Okutama Town.”
Participants will consider how to attract not only domestic travelers but also international visitors who seek meaningful experiences in areas slightly removed from central Tokyo, ultimately formulating proposals for local governments and tourism-related stakeholders.
Through this process, participants will cultivate practical skills essential in real-world settings, including planning, research, global perspectives, and teamwork.
A fieldwork program involving an on-site visit to Ōme City and Okutama Town is scheduled for October 24 (Saturday) to October 25 (Sunday) (tentative). By directly engaging with the region’s natural environment, culture, food, industries, and—most importantly—the perspectives and aspirations of local residents, participants will deepen their field-based understanding and gain practical insights that cannot be achieved through classroom learning alone. A key focus of the fieldwork is to envision how international visitors might experience the region on site and to translate that perspective into concrete planning.
Through this course, participants are expected to envision the future of tourism in Ōme City and Okutama Town from their own perspectives and to shape compelling regional experiences for both domestic and international travelers.
By refining local resources into forms that resonate with global audiences, let us work together to create new value unique to Ōme City and Okutama Town.
