This course explores the theme of "International Peace and Diplomacy," using Japanese diplomacy as a primary case study.
The curriculum is structured into two main parts: first, we will study basic theories of diplomacy and international relations; second, we will examine the history and contemporary challenges of modern Japanese diplomacy. Throughout the course, we will emphasize not only the Japanese perspective but also how Japan is viewed from other countries and regions, particularly from East Asia. The ultimate goal is for students to acquire a "conceptual framework" that enables them to independently interpret daily news and current events related to international affairs.
The term "diplomacy" may sound distant, as if it is something handled solely by governments and professional diplomats. However, as citizens, we have opportunities to indirectly influence policy-making and evaluation through elections. Furthermore, we may act as "citizen diplomats" when interacting or working with people from diverse backgrounds in our professional lives and local communities. In today's era of information overload on social media and increasing global uncertainty, diplomatic literacy is more essential.
Guided by these considerations, this course invites students to reflect on what can be done to achieve international peace, using Japanese diplomacy and Japan's relationships with the world (especially East Asia) as a foundation for discussion.

国際関係論や日本外交史・国際関係史の初学者向けの講義のため、特にありません。ただ、歴史に関する内容が大きな割合を占めるため、高等学校の歴史総合や、世界史・日本史（特に19世紀以降）の教科書を事前に復習しておくとスムーズかもしれません。
毎回の授業前に、授業支援システム「Canvas LMS」に講義資料をアップロードします。各自、ノートPCやタブレットなどにあらかじめダウンロードするか、紙にプリントアウトした上で授業に参加ください（授業の際に教員から紙で配布することはしません）。
リアクションペーパーで寄せられた質問については、その次の授業の冒頭で回答・解説を行います。積極的な質問を歓迎します。
・国際関係や対外政策を分析する上での基本的な知識を習得する。
・日本外交が直面する課題や、その歴史的背景について理解する。
・国際平和について主体的に考えるためのリテラシーを習得する。

本科目では、「国際平和と外交」をテーマに、日本外交を事例として講義を行います。
まず、①外交・国際関係に関する基本的な理論を整理した上で、②近現代日本外交の歴史および課題について、講義をします。その際、日本側からの視点だけでなく、世界、特に東アジアから見た日本という視点を重視します。これらを通して、外交や国際関係に関する日々のニュースや時事問題を、自分なりに読み解くための「思考の枠組み」を身につけることを目標にします。
「外交」というと、政府や外交官が行う「遠い」存在と思われるかもしれません。しかし、私たち一市民も、選挙などを通じてその方針策定や評価に関与する機会がありますし、仕事や地域コミュニティで海外の方と接したり一緒に働いたりするなかで、「市民外交官」のような役割を果たす機会もあるでしょう。SNSなどでさまざまな情報が飛び交い、かつ国際情勢の不透明性も増している今日、「外交」に対するリテラシーはこれまで以上に求められているように思われます。
こうした問題意識のもと、日本外交、そして日本と世界（特に東アジア）との関係を事例として、国際平和のために何ができるのか、講義を通して考えていきたいと思います。
