In contemporary society, rapid social changes are taking place, and welfare needs and related life challenges are becoming increasingly diverse, complex, and multi-layered. This course provides a foundational introduction to the principles, policies, systems, and practice of social welfare, and aims to build the basis for engaging with welfare-related issues in modern society. This course is also an important requirement for obtaining the Certified Social Worker (Japan) qualification.
In this course, we will begin by clarifying the significance and purpose of social welfare. We will then examine how social welfare developed in relation to modernization and the emergence of market economies, drawing on historical developments in Western Europe and North America.
Next, focusing on social welfare in Japan, we will review and compare the institutional framework centered on sochi (administrative measures) prior to the 2000 Structural Reform of the Social Welfare System and more recent developments centered on keiyaku (contracts), in order to identify key points of historical change. We will also review the basic ideas and philosophies underpinning social welfare and gain an overview of major theories of social welfare in Japan.
In the latter half of the course, we will address key issues in social welfare—needs and demands, self-determination and paternalism, and universalism and selectivism (targeting)—with particular attention to the roles of social welfare professionals and helping relationships in social work practice. In addition, using debates on widening inequality and social exclusion as reference points, we will explore the relationship between social problems and social structure and develop perspectives for understanding welfare-related challenges in contemporary society from multiple angles. Finally, we will clarify the relationship between the principles of social welfare and social policy and conclude by reviewing the course as a whole.

・本講義は、社会福祉の原理・政策・実践のつながりを学ぶための土台となる科目であることを意識し、用語や制度を「覚える」だけでなく、授業内容を自分の言葉で説明しようとする姿勢をもつこと。
・社会福祉に関する他科目（制度、援助論、相談援助、実習等）との関連を意識しながら学び、授業内で扱う概念・制度・政策を結びつけて理解しようとすること。
・「なぜその福祉問題が起きたのか」「その政策はどのような影響・結果をもたらしうるか」といった問いを立て、社会的背景や当事者の生活を想像しながら考えること（福祉的・社会学的想像力）。
・毎回のリフレクションに継続して取り組み、学んだ内容（要点・用語・自分の疑問や気づき）を短く整理して書く習慣を身につけること。これが期末レポートの基礎となる。
本講義ではLMSを通じて資料の配信、連絡、リフレクションの提出等を行う。これらを受講期間を通じて支障なく行えるデバイス（PCまたはタブレット等）とインターネット環境を各自準備すること。
・授業の進度や学生の理解度等に応じて、各回の内容・順序を一部変更する場合があります。
・参考書等をもとに作成したレジュメに基づいて講義を行います。レジュメの一部は重要概念の確認のための穴埋め形式としており、該当箇所を中心に解説します。
・毎回、リフレクションペーパー（LMS提出）の提出を求めます。リフレクションは成績評価の対象とします。
・リフレクションペーパーのうち、示唆に富む観点や問いを含むものは、次回冒頭で取り上げてコメントすることがあります（匿名化や本人の意向確認など、必要な配慮を行います）。
・必要に応じて映像資料の視聴を行う場合があります。
私は司法・犯罪分野に関する理論と支援の展開について、主に社会学や社会福祉の立場から検討を進めてきました。その経験に基づきながら講義を行い、みなさんにとって有益になる時間にできれば幸いです。

本講義では、まず社会福祉の存在意義を確認したうえで、社会福祉が近代化や市場経済の導入とどのように結びつきながら展開してきたのかを、欧米の歴史的展開を手がかりに学ぶ。次に、日本の社会福祉について、社会福祉基礎構造改革（2000年）以前の「措置」を軸とした制度展開と、近年の「契約」を軸とした制度展開を整理し、歴史的変化の要点を理解する。さらに、社会福祉をめぐる思想・哲学の基礎を押さえ、日本における社会福祉理論の概要を学ぶ。後半では、社会福祉の主要論点として「必要と需要」「自己決定とパターナリズム」「普遍主義と選別主義」を取り上げ、社会福祉専門職や相談援助関係を念頭に置きつつ検討する。加えて、格差社会論や社会的排除論などを素材に、社会問題と社会構造の関係を理解し、現代社会における福祉的課題を多面的に捉える視点を養う。最後に、社会福祉の原理と政策の関係性を整理し、本講義全体の学習内容を総括する。
