(1) Able to understand the historical development of community welfare and its significance.
(2) Able to grasp and understand the characteristics of the entities promoting community welfare.
(3) Able to understand the different ways in which various entities view community welfare, such as community welfare pursued by residents/those with needs, community welfare pursued by social welfare workers, community welfare touted as a policy by local governments, and community welfare as stated in the provisions of the Social Welfare Law.
(4) Able to explain the concept of community welfare.
(5) Able to understand that in reality, those with needs tend to fall into a passive position when using welfare services.
Community welfare is about resolving the lifestyle issues of local residents with lifestyle rights and fulfilling their lifestyle problems. It is the process of putting together services and activities based on the region. In addition, it can be viewed as the construction and operation of a framework to secure this process. Review the historical development of community welfare and how its ideas and practices have been formed and spread. In addition, understand the details of the elements that make up community welfare through examining practical cases. In this way, students themselves consider what community welfare is.

（予習）日常的に要援護者に関わるニュースに関心をはらうこと．新聞、テレビニュース、話題の書籍などから地域福祉の基本的な考え方（住民主体、生活問題の共同化、ネットワークづくりなど）を読み取る努力が望ましい．
（復習）配布物等の再読と事例（または授業中に示された課題）の再検討をすること.

地域福祉とは何か関心をもち、実践、政策、理論などの知識を増やすことで理解と問題意識を醸成してほしい．“主体”“参加”“自治”“当事者性”“越境性”“総合性”は重要なキーワードです．
(1) 地域福祉の史的展開とその意義を理解できる.
(2) 地域福祉推進主体の特徴を把握し理解している．
(3) 住民・ニーズ保有者が追及する地域福祉、社会福祉従事者が追及する地域福祉、地方自治体が政策としてうたう地域福祉、社会福祉法の条文にある地域福祉.様々な主体がそれぞれに示す地域福祉の考え方を理解できる.
(4) 地域福祉の概念を説明できる.
(5) 福祉サービスの利用に際してニーズを抱える当事者が受動的な立場に陥りやすいという実態があることを理解できる.

地域福祉とは、生活権を行使する地域住民の生活問題の解決と社会環境の福祉化及び改善に向けて、地域を基盤に福祉サービスや福祉活動を立案、実施する過程であり、また、その過程を保障する仕組みを構築し、運営する活動であると考えることができる．そのような地域福祉の考え方や実践はどのように形成され、広がってきたのか、史的展開をたどりながら検討する。また、地域福祉を構成する諸要素の内容を実践事例の検討などを通じて把握する．これらを通じて、地域福祉とは何か、学習者自身で考察する．
Community welfare is about resolving the lifestyle issues of local residents with lifestyle rights and fulfilling their lifestyle problems. It is the process of putting together services and activities based on the region. In addition, it can be viewed as the construction and operation of a framework to secure this process.
