By the end of this course, students are expected to achieve the following:
1 To explain the underlying normative premises of social welfare policy, including its values, ethical foundations, and modes of justification.
2 To critically analyse social welfare policy as a relationship between principles and institutions, rather than as a value-neutral set of technical measures.
3 To situate and examine Japan’s social welfare policy from a comparative perspective.
This course approaches social welfare policy not merely as a collection of institutions or policy measures, but as a field situated at the intersection of sociology, political philosophy, theology, and public policy. It examines how the question of who should be supported, for what reasons, and to what extent has been articulated as a set of guiding principles and subsequently institutionalised as public policy.
Rather than treating social welfare policy as a value-neutral technical apparatus, the course reconceptualises it as the institutionalisation of ethical judgments. It explores the relationship between principles and policy through historical and comparative analysis.

1 社会福祉政策に内在する原理的前提（価値・倫理・正当化の論理）を説明できる。
2 社会福祉政策を、価値中立的な技術的措置の集合体ではなく、原理と制度の関係として批判的に分析できる。
3 日本の社会福祉政策を、比較的視点から位置づけて考察できる。

本科目は、社会福祉政策を単なる制度や施策の集合としてではなく、社会学・政治哲学・神学・公共政策の交差点に位置づけ、「誰を、どのような理由で、どの程度支えるのか」という問いが、いかに原理として構想され、政策として制度化されてきたかを検討する。
社会福祉政策を、価値中立的な技術ではなく、倫理的判断が制度として固定化されたものとして捉え直し、原理と政策の関係を歴史的・比較的に考察する。
