This course aims to examine the formation and development of welfare states from a comparative and international perspective. By understanding how welfare states are designed and function within different social, cultural, and economic contexts, students will critically engage with the diversity and significance of welfare policies in contemporary society. Through comparative analysis of welfare policies across various nations, this course seeks to equip students with the ability to contextualise the characteristics and challenges of Japan’s welfare policies and to foster critical and flexible thinking regarding the principles and practices of welfare states. Furthermore, students are expected to analyse these issues proactively and critically, developing the skills to independently explore and reflect upon various problems. At the same time, they will cultivate the ability to share their insights with others and effectively communicate their ideas. Through these processes, students will gain a deeper understanding of global welfare challenges and the international roles and possibilities of welfare policies, ultimately forming practical and informed perspectives.
This course is primarily lecture-based while incorporating elements of active student participation to explore the formation and development of welfare states from a multidimensional perspective. Building on the framework of welfare regime theory, the course aims to provide a comprehensive understanding of welfare states by examining their historical, intellectual, and cultural contexts, avoiding an overreliance on policy analysis alone. Students will develop the ability to identify similarities and differences among various welfare policies and critically assess the significance of welfare states in contemporary society.
This course consists of 14 lectures, incorporating interactive elements in the second half. The first half (Sessions 1–7) focuses on providing a theoretical foundation for welfare state studies through lectures. Students will examine the features and historical backgrounds of welfare policies in the United Kingdom, the Nordic countries, continental Europe, the United States, Japan, and other Asian nations. Special emphasis will be placed on the comparative analysis of welfare models, guiding students to understand how different social factors and historical contexts shape policy design. The introductory session will highlight the importance of welfare states using statistical data and concrete examples to engage students.
The second half (Sessions 8–14) incorporates interactive, practice-based elements. Sessions 8–10 will feature group presentations and discussions, enabling students to apply the knowledge acquired in lectures to critically analyse various welfare policies from multiple perspectives. From Session 11 onwards, the course will return to a lecture-based format, delving into topics such as "Pre-Welfare Society" and "Welfare States and Christianity." In the final session, the class will engage in a discussion on the future of welfare states based on post-welfare regime theory. Students will also have the opportunity to reflect on the content covered throughout the course and propose their own "ideal welfare state model" as a culminating activity.
While grounded in a lecture-based approach, this course offers opportunities for students to actively engage in discussions and deepen their perspectives, aiming to foster a practical and multifaceted understanding of welfare states.

本授業では、福祉国家の形成と発展に関する理論と実践を、国際的な視点から比較検討することを目的とする。福祉国家が異なる社会的、文化的、経済的背景の中でどのように設計され、機能しているかを理解することで、現代社会における福祉政策の多様性とその意義について考察する。本授業では、各国の福祉政策を比較分析することで得られる新たな視点を通じて、日本の福祉政策の特徴や課題を相対的に捉える力を養い、福祉国家の理念や実践に対する批判的かつ柔軟な思考を育むことを目指す。また、これらの課題を主体的・批判的に分析し、それぞれの問題について自己の力で考察するスキルを磨くことが期待される。同時に、培った考えを他者と共有し、自分の考えを効果的に他者へと伝える力を高める。これらを通じて、現代社会におけるグローバルな福祉課題を認識し、福祉政策の国際的な役割や可能性についての理解を深め、実践的な知見を形成することを目指す。
This course aims to examine the formation and development of welfare states from a comparative and international perspective. 本授業は、講義形式を基盤としながら、学生が主体的に関与できる活動を一部取り入れることで、福祉国家の形成と発展を多角的に探究する内容となっている。福祉レジーム論を基盤にしつつ、歴史的、思想的、文化的背景を含む視点から福祉国家を考察することで、政策分析に偏らない包括的な理解を目指す。受講者は、各国の福祉政策を比較することで、共通点や相違点を把握し、現代社会における福祉国家の意義を深く考察する力を養う。
授業の全14回のうち、前半（第1回～第7回）では、福祉国家論の基礎的な理論を講義形式で解説し、イギリス、北欧、大陸ヨーロッパ、アメリカ、日本・アジアの福祉政策の特徴とその背景を学ぶ。特に、各国の福祉モデルを比較する視点を強調し、学生が異なる社会的要因や歴史的文脈に基づく政策設計を理解できるよう導く。初回では、福祉国家の重要性を統計データや具体例を用いて提示する。
後半（第8回～第14回）は、学生が主体的に関与できる演習形式の要素を取り入れる。第8回から第10回では、グループ発表やディスカッションを通じて、講義で得た知識を応用し、各国の福祉政策を多角的に分析する。第11回以降は再び講義形式となり、「福祉国家以前の福祉社会」や「福祉国家とキリスト教」といったテーマを掘り下げる。最終回では、ポスト福祉レジーム論に基づき、現代社会における福祉国家の未来像を議論する。学生には、授業で学んだ内容を基に「理想的な福祉国家モデル」を考察する機会が与えられ、授業全体の総括を行う。
