Understanding the basic structure of local administration, touching on the current situation and issues today's local governments face, while considering the concepts of local autonomy.
This course aims to provide students with a foundational understanding of the mechanisms of administrations in local govornments. By exploring the current state and challenges of local governments, students will gain an understanding of the concept of local autonomy and critically examine the issues faced by local governments today.
In our daily lives, we encounter public services and regulations in various contexts. In Japan, the majority of these are carried out through local governments. Why is this the case? What are the underlying issues? This course sets out to explore why the systems, policies, and practices we often take for granted exist and what challenges they face, based on a theme introduced in each class session.
Where possible, group discussions will be conducted, and guest speakers, such as current mayors, council members, and public officers, will be invited to deepen our understanding of local government administration, policy trends, and the relationship between autonomy and democracy.
Furthermore, in recent years, the role of administration and the nature of communities have been increasingly questioned in light of the reform trends known as "governance theory." This course will also consider such developments and provide students with an opportunity to learn about the realities of local autonomy.

地方自治論は「自治」を切り口として現代社会の矛盾や社会課題を捉え、その解決のアプローチを考える規範的な学問である。そのため、授業で扱うさまざまなテーマに対して自分なりの問いを持って学ぶ姿勢が重要である。また、その際、自治体の仕組み、財政、法制度上の位置づけなどについて触れるが、限られた授業回数ではそれらを網羅的かつ深掘りして解説することはできないため、各回で扱うテーマの背景知識については、各自予習・復習によって補う必要がある。
原則としてレジュメはオンラインで配布するため、授業にはPCまたはタブレットを持参すること。
この授業では，地方行政の基本的な仕組みを理解し，今日の自治体の現状と課題に触れながら，地方自治の概念を理解するとともに，自治体が直面する課題を考察する。

私たちは，日常生活のあらゆる場面で政府の行政サービスや規制に接している。しかも，日本の場合，その大半は自治体を通じて行われている。なぜ、そうなっているのか？何が問題なのだろうか？この授業では，私たちが普段当たり前と捉えている制度・政策・慣行がなぜ存在し、何が問われているかということについて、毎回のテーマに沿って問いを設定して考えていく。その際，可能であればグループ討議を行うとともに、現役の市長・議員・行政職員等をゲスト・スピーカーとして招聘し，自治体行政とそれを取り巻く政策動向や，自治とデモクラシーの関係についての理解をより深められるように配慮する。なお，近年，「ガバナンス論」といわれる改革の潮流とあいまって，行政の果たすべき役割やコミュニティのあり方が改めて問われつつある。そうした点にも考慮しながら、地方自治のリアルな実態を学べるようにしたい。
