コミュニティ政策学科選択必修科目 2023年度以降入学者対象 |
The goal of this seminar is to focus on local government policies aimed at local regeneration and solving social issues.
Students will examine the efforts of local governments, as well as the activities of community organisations and NPOs, to understand the structure of these problems and explore approaches to address them.
In this seminar, we will explore a shared theme related to local government policies and local regeneration. Students will conduct literature reviews and participate in field visits to deepen their understanding. If needed, we will create smaller groups focused on sub-themes, work together in discussions, and collaborate with other seminars.
During the summer, we will join the "University Policy Forum" hosted by Noboribetsu City in Hokkaido (held annually in late August to early September, for three days and two nights). At this event, students will present the results of their spring semester work. This forum gathers seminar groups from policy-related faculties across the country to propose ideas for local regeneration.
We will also organise additional mini-seminars (sub-seminars) based on student interests. When necessary, we may visit local governments, NPOs, or other organisations for research.

現時点での知識の有無は問いませんが、ゼミ運営に積極的に参加し、主体的な運営に関われる方を歓迎します。「キツくてもつらくない」「厳しくも楽しい」ゼミをモットーに活動しています。卒業生は公務員、民間企業、マスコミ、シンクタンクなど幅広い分野で活躍しています。腹を割って話せる一生の仲間をつくりたい方、勉強面でも充実した学生生活を送りたい方は、是非ともに学びましょう。
適宜電子媒体で資料を配付するとともに、資料検索を行うため、ノートパソコン（タブレットでも構わないが、容量の大きなデータを扱えるスペックがあることが望ましい。）を持参すること。
コミュニティ政策学科での教育の中心に位置づけられる選択必修科目である。各教員の研究テーマに即して、少人数クラスで専門文献の講読や現地調査、現場実習などを行う。
このゼミでは、地域活性化や社会問題の解決に取り組む自治体の施策に焦点を当て、自治体の取組を中心に、地域コミュニティやNPO等の活動も対象にしつつ、問題の構造や解決のためのアプローチを考察できるようになることを目標とする。

自治体政策や地域再生に関する共通テーマを設定し、それに関する文献調査や現地視察を通じて考察を深める。必要に応じてサブテーマを設けて班を編成し、ディスカッションによる共同作業や他ゼミとの交流を行い、年末に成果をまとめる。
夏季合宿として北海道登別市で開催予定の「全国大学政策フォーラム」（例年８月末～9月初頭の2泊3日）に参加し、春学期に取り組んだ成果をプレゼンさせていただく。これは全国の政策系学部・学科のゼミが集まり、地域活性化策を提言するものである（同フォーラムの詳細については、立教大学HPで「全国大学政策フォーラム」と検索）。
また、ゼミ生の希望に基づきサブゼミを行う。加えて、合宿での学びを生かし、首都圏近郊の自治体・NPO等の訪問調査を行いたい。これまで、寄居町、熱海市、杉並区、豊島区などの自治体政策や二拠点居住の取り組みを取材した。
このほか、4年生の元ゼミ生による内定報告会などの交流も行う。
