コミュニティ政策学科選択必修科目 2023年度以降入学者対象 |
The aim of this seminar is to provide students with an understanding of the workings ond underlying issues of welfare states in Japan and other advanced industrialized countries. Welfare policies include not only welfare protection, but also employment and family policy as well. The seminar will also focus on the policy making process and how citizen's voice can be heard and represented via policy makers.
Upon completing the course, students will have developed a basic ability to read, interpret and formulate ideas in relation to advanced texts in the area of welfare politics. Students will also have developed good skills in communicating these ideas in oral and written scientific form.
This seminar will cover issues regarding social protection, employment, and family policies; ie the welfare state. Globalization and rapid changes in employment and family affairs requires for an update of the social protection system. However, advanced industrialized nations facing fiscal austerity lack the capacity to provide necessary support.
Based on the course work of spring semester and research conducted during summer vacation, students will conduct individual research and write a seminar paper by the end of fall semester.

輪読やディスカッションを行う回は、事前にテキストの指定範囲を精読してくることが求められる（2時間程度、個人差あり）。
個人・グループ発表を行う回は、事前に発表の資料の作成が必要となる（3~4時間、個人差あり）。
ゼミ論文の執筆にあたっては、集中的に取り組む必要がある。
授業時間以外にも、近隣自治体の議会の傍聴や裁判の傍聴、NPOや当事者団体のヒアリングやインタビュー調査などに出かける。日程等は受講生と相談して決めますが、授業時間以外のゼミ活動にも参加することが履修の前提となる。

現時点での政策や政治に関する知識は問わないが、社会的な課題に対する問題意識を持っていることは必要です。ゼミ生同士のグループワークやディスカッションを通じて、自分自身の問題意識や興味関心を広めたい、深めたい履修生を求めます。ゼミ運営に積極的に参加し、主体的な運営に関われる履修生を歓迎します。
「福祉政治学」を履修していることが望ましいが、必須ではありません。
資料の配布にはCanvas LMSを使用するので、PCを準備する必要がある。
コミュニティ政策学科での教育の中心に位置づけられる選択必修科目である。各教員の研究テーマに即して、少人数クラスで専門文献の講読や現地調査、現場実習などを行う。
本演習の目標は、日本や諸外国における働き方や家族に関する課題と制度・政策を理解し、それらの政策が誰によって、どのようにをつくられているのか、政策の作り手に私たちの「声」はどのように届けることができるのかを学び、自分たちでも実践してみることにあります。
現状をあるがままに捉えるのではなく、「なぜそうなったのか？」「どうしてこうなっているのか？」といった視点で社会を考察・分析できる力を養うことを目指します。教員の指導を受けながら、自分の問題関心に基づいた研究テーマの設定を行い、論文を書くための基礎能力を習得します。

安全な環境で、安心して、自分らしく生きていきたいという思いは、年齢や性別、国籍、人種、宗教を超えて、全ての人に共通した願いであるはずです。そうであるにも関わらず、安心できる暮らしを保障するための仕組みは国によって様々です。税金が高いが社会保障が充実している国、税金は低いが自己責任論が強い国、正規雇用と非正規雇用の間で処遇に差がある国とない国、男性も女性も長期間の育休が取れるための制度が整っている国とそうでない国、同性婚が認められている国と認められていない国など、なぜ国によって人びとの生活を保障する仕組みに違いが生まれるのでしょうか。
秋学期は春学期の学びと夏休み中の調査を踏まえ、教員の指導のもと、各自の問題意識・関心に基づいた研究テーマを設定し、ゼミ論文を執筆します。必要に応じて、追加のインタビュー調査やフィールドワークを行います。合わせて次年度の「政策学演習2A/B」で執筆する卒業論文（演習論文）に向けた論文執筆の作法や基本的なルールについても学びます。
