This course explores international social welfare through concrete case studies of contemporary conflicts in the Middle East.
It aims to deepen students’ understanding of the social structures, historical contexts, and the involvement of major powers underlying these conflicts, while fostering critical thinking about how individuals and communities can respond to global challenges from a local perspective.
The large-scale armed conflict that began in Gaza in November 2023 resulted in extensive civilian casualties and sent shockwaves throughout the international community. Armed conflict not only causes direct human and material damage but also disrupts local social welfare activities and community-based support systems that had existed prior to the violence.
In the case of Gaza, even humanitarian and social welfare initiatives conducted by Palestinians and international organizations, including the United Nations, were subjected to strict control by Israel due to suspicions of links with Hamas, further exacerbating the humanitarian crisis.
In addition to the Palestinian issue, this course examines the 2003 Iraq War, the Syrian civil war since 2011, and the resulting refugee crisis. Through analyses of the impacts of these conflicts on daily life, healthcare, education, and social security, as well as through case studies of international organizations and NGOs working in the field, students will critically assess the possibilities and challenges of international social welfare in conflict-affected contexts.

本授業では、近年激化する中東地域の紛争を具体的事例として取り上げ、国際福祉について多角的に考察する。
紛争の背後にある社会構造や歴史的背景、大国の政治的・軍事的関与への理解を深めるとともに、グローバルな課題に対して、私たちがローカルな立場からどのように関わり、何を行うことができるのかを主体的に思考する力を養うことを目的とする。

2023年11月に始まったガザにおける大規模な武力衝突は、多くの民間人犠牲者を生み、国際社会に深刻な衝撃を与えた。戦争は直接的な人的・物的被害をもたらすだけでなく、紛争以前に地域社会で行われていた社会福祉活動や相互扶助の仕組みをも大きく停滞させる。
ガザにおいては、パレスチナ人による支援活動や国連をはじめとする国際機関の社会福祉的取り組みまでもが、ハマスとの関係性を疑われ、イスラエルによる厳しい統制の対象となった結果、人道危機が一層深刻化した。
本講義では、こうしたパレスチナ問題に加え、2003年のイラク戦争、2011年以降のシリア内戦および難民問題も取り上げる。これらの紛争が、人々の生活、医療、教育、社会保障にどのような影響を与えてきたのかを、国際機関やNGOの活動、現場での支援事例を通して検討する。
その過程で、紛争下における国際福祉の役割、可能性、そして限界や課題について総合的に考察する。
