【授業の目標 / Course Objectives】

　この授業では，地方行政の基本的な仕組みを理解し，今日の自治体の現状と課題に触れながら，地方自治の概念を理解するとともに，自治体が直面する課題を考察する。

Understanding the basic structure of local administration, touching on the current situation and issues today's local governments face, while considering the concepts of local autonomy.

【授業の内容 / Course Contents】

　私たちは，日常生活のあらゆる場面で政府の行政サービスや規制に接している。しかも，日本の場合，その大半は自治体を通じて行われている。なぜ、そうなっているのか？何が問題なのだろうか？この授業では，私たちが普段当たり前と捉えている制度・政策・慣行がなぜ存在し、何が問われているかということについて、毎回のテーマに沿って問いを設定して考えていく。その際，可能であればグループ討議を行うとともに、現役の市長・議員・行政職員等をゲスト・スピーカーとして招聘し，自治体行政とそれを取り巻く政策動向や，自治とデモクラシーの関係についての理解をより深められるように配慮する。なお，近年，「ガバナンス論」といわれる改革の潮流とあいまって，行政の果たすべき役割やコミュニティのあり方が改めて問われつつある。そうした点にも考慮しながら、地方自治のリアルな実態を学べるようにしたい。

We are exposed to government services and regulations in various aspects of daily life. Moreover, in Japan, most are administered through local government. Why is that so? What is the problem? In each session, we will establish questions according to each theme, considering why there are systems, policies, and practices that are commonplace to us, and what is being asked. At this time, while conducting group discussions as appropriate, we will invite active mayors, members and administrative staff as guest speakers, deepening our understanding of the relationship between local government and its related policy trends, autonomy and democracy. Coupled with the current trend of reform called “Governance theory", in recent years, the role of government and the state of the community is being re-examined. Therefore, students will explore the realities of local autonomy, while watching foreign films in class.

講義レジュメで紹介する関連文献を予習・復習に利用して欲しい。また，関連する授業科目（政策学の基礎知識，地域社会と政治，地方財政論など）を受講しておくのが望ましい。
自治体政策や法制度、地方自治・行政学に関する理論などは、本学科・専修の専門的な学びを深めるには不可欠の知識・概念である。できる限り毎回予習につとめてほしい。毎回の授業で状況に応じて理解度の確認を行うことがある。
