自治体政策論／Local Government Policy Local Government Policy

【授業の目標 / Course Objectives】

この授業では、行政学等の理論に依拠しつつ、それらを自治体の政策過程と関連づけて捉えることにより、自治体政策の実態とその課題について理解することを目的とする。

　　This course aims to provide students with an understanding of the realities and challenges of local government policies by linking theoretical concepts from public administration and related fields to the policy-making processes of local governments.

【授業の内容 / Course Contents】

　日本では、他の先進工業諸国と同様、財政危機への対応を余儀なくされる中で、自治体を取り巻く環境は様変わりしつつある。一つは、国との関係において、市町村合併による基礎自治体の規模拡大や地方分権改革・社会福祉構造基礎改革等を通じて、公共サービス供給の法的責任主体としての相対的な役割が高まりつつあるという変化である。もう一つは、民間との関係において、公共サービス市場の民間開放をはじめとする各種の規制緩和を通じて、公共サービス供給主体としての役割が相対的に低下しているという変化である。ごみ処理や保育所運営は言うに及ばず、建築確認申請や公共施設の管理運営など、一昔前なら直営が当たり前だった領域にも民間化の波が押し寄せている。
　こうした変化は、「小さな政府」を旗印とする行革の成果であるが、このことは自治体行政にとってどのようなインパクトをもたらし、自治体はどのような課題に直面しているのだろうか。
　この授業では、自治体を取り巻くこのような環境変化を踏まえ、行政学の概念を用いながら、政府・自治体が果たす役割や自治体の政策過程の実際について学んでいく。
　授業を通じて、「よい政策」とは、決して机上の構想からだけでは生まれないことがわかるだろう。

　　In Japan, as in other developed countries, the environment surrounding local governments has been undergoing significant changes due to the necessity of addressing fiscal crises. One major change concerns the relationship with the central government. Through measures such as municipal mergers, decentralization reforms, and structural reforms, local governments have seen their relative roles as the legal entities responsible for delivering public services become increasingly prominent. Another change involves the relationship with the private sector. Regulatory reforms, including the marketisation of public service, have led to a relative decline in the role of local governments as providers of public services. Privatization efforts have extended to areas once managed directly by local governments, including waste disposal, daycare center operations, building inspection applications, and the management of public facilities.
　　These changes reflect the achievements of administrative reforms aimed at promoting "small government." However, what impact have these reforms had on local government administration, and what challenges do local governments now face?
　　This course examines the changes in the environment surrounding local governments, utilizing concepts from public administration to explore the roles of national and local governments and the realities of local policy-making processes.
Through the course, students will come to understand that "good policy" is never born solely from theoretical frameworks or abstract designs, but is shaped by practical and real-world considerations.

この授業は行政学や政策学などを基礎にしているため、適宜隣接領域の概念やモデルに沿って考察する。授業ではこれらをすべて詳細に解説できないため、受講生は適宜自主的に予習・復習を通じて理解を深めておく必要がある。
