This course aims to help students understand the significance of youth policy in contemporary society and explore the various forms of youth participation in Japan and around the world. Particular focus will be placed on case studies from European countries, especially Sweden, to examine how young people can be involved in societal decision-making processes.
The course is structured in two parts: a theoretical section in the first half and a practical section in the second half. In the first part, students will learn the foundational theories and historical background of youth policy and reflect on the relationship between young people's everyday lives and social systems from an international perspective. In the second part, students will study specific practices of youth participation and youth work, and consider their applicability in the Japanese context.
This course explores the significance of youth participation by comparing youth policies in Japan and around the world. The course is structured around the following key perspectives:
First Half: Theoretical Section (Foundations of Youth Policy and International Perspectives)
The life worlds of young people and social systems
The history and theory of youth policy (comparative perspectives from Europe, Sweden, and Japan)
Youth policy and democracy
Second Half: Practical Section (Youth Participation and Youth Work)
Youth participation (case studies from Japan and abroad)
Youth work (philosophy and practice)
Comparison between youth education and youth work in Japan
Youth policy and neoliberalism
When possible, guest speakers will be invited to enrich the lectures.

本授業では、現代社会における若者政策の意義を理解し、日本と世界における若者の参画のあり方を学ぶ。特に、スウェーデンをはじめとしたヨーロッパ諸国の事例を取り上げ、若者が社会の意思決定にどのように関与できるかを探究する。
本講義は前半（理論編）と後半（実践編）の二部構成とし、前半では若者政策の基礎的な理論や歴史を学び、国際的な視点から若者の生活世界や社会システムとの関係を考察する。後半では若者参画やユースワークの具体的な取り組みを学び、日本での応用の可能性を検討する。
