By the end of this course, students will be expected to have acquired a foundational understanding of welfare politics and to be able to explain how welfare states emerged, the functions they perform, and the ways in which they have transformed over time.
This course examines the welfare state in postwar advanced democracies as an institutional framework combining social security and employment. Focusing on Japan and European countries, it analyzes the political and economic conditions shaping welfare state formation, transformation, and cross-national variation. Through an examination of institutional responses to challenges such as employment insecurity, work–life balance, gender inequality, and social exclusion, the course explores both change and continuity in systems of social protection from the perspectives of political science, comparative politics, and political economy.

高校で学習する程度の現代史の知識があることが望ましいが、必須ではない。
資料の配付、課題の提出にはCanvas LMSを使用するので、そのためのPCが必要となる。
この授業の目標は、福祉政治の基本的な知見を身につけ、福祉国家がどのように成立し、どのような機能を果たし、どのように変化してきているかを理解することである。

戦後の先進民主主義国では、社会保障と雇用を連携させた生活保障の制度体系として福祉国家が形成されてきたが、その制度構成や発展のあり方は国ごとに大きく異なっている。本授業では、雇用の不安定化、長時間労働、仕事と家庭の両立、ジェンダー不平等、貧困や社会的排除、移民・外国に背景をもつ人々との共生といった先進国間の共通課題に注目し、それらに対する制度的対応を手がかりとして、福祉国家がいかなる政治的・経済的条件のもとで成立し、その後どのような方向で再編されてきたのかを検討する。対象は日本およびヨーロッパ諸国とし、戦後の政治経済体制の変化やグローバル化という共通の環境条件の下で、各国の生活保障制度がどのように調整・再構築されてきたのか、あるいはなぜ一定の持続性を示してきたのかを、政治学・比較政治学・政治経済学の視点から理解することを目的とする。
This course examines the welfare state in postwar advanced democracies as an institutional framework combining social security and employment.
