The purpose of this study is to examine the theory of partnership (collaboration), which is being emphasized in many countries as future tax revenues are not expected to increase.
Public policy implementation is not carried out by a single actor, the government alone. Instead of the traditional partnerships of formality only, they are now attracting attention as an integral part of policy implementation. In this class, students will mainly have their own ideas and opinions about the current status and issues of partnerships between local governments and NPOs/community organizations, and summarize them.

公共政策の実施は、行政のみという単一のアクターによって行われるのではない。従来の形式だけのパートナーシップから、政策実施において不可欠なものとして注目されています。この授業では、主に自治体とＮＰＯ・地域団体とのパートナーシップの現状と課題について、自らの考えや意見を持ち、まとめていく。
