- Understand the concepts and fundamental principles of “partnership”.
- Grasp the significance and key issues related to “partnership (collaboration) between NPOs and government”.
- Deepen understanding of partnership approaches through case studies, and be able to critically examine related challenges and possible strategies.
In this course, students will explore how nonprofit organizations (NPOs), in partnership with government and other diverse stakeholders, can address complex social issues that are difficult to tackle independently and contribute to building a better society. Through this lens, the course examines the concept of partnership, its historical background, practical approaches, illustrative cases, as well as related challenges and strategies.
In the first half, we will consider the policy intentions, social significance, and challenges of collaboration between NPOs and government, particularly in the context of increasing privatization of public services. In the second half, we will introduce concrete methods and case studies that illustrate how partnerships can be implemented in practice.

パートナーシップ論は現実に生じている社会現象を扱うため、授業で扱うテーマに対し自分なりの問いや仮説を持つことが重要である。同時に、学際的な学問であるため、政治学、経済学、社会学、行政学など隣接領域の概念や理論を取り上げるため、必要に応じ予習・復習する必要がある。
授業で配布するレジュメ類は原則としてオンラインによる配布であるため、授業にはPCやタブレットを持参する必要がある。
-「パートナーシップ」における概念や基本的な考え方が理解できるようになる。
-「NPOと行政におけるパートナーシップ（協働）」に関して意味や論点を把握できるようになる。
-「パートナーシップ」の手法について、事例を通じて理解を深めるとともに、課題や方策について考察できるようになる。

この授業では、非営利組織（NPO）と行政をはじめとする多様な主体がパートナーシップを構築することにより、単独では取り組むことが困難な複雑な社会問題にいかに対応し社会づくりを推進しうるのか、という視点からパートナーシップの概念や歴史的背景、手法や事例、課題や方策について学んでいく。
前半では、公共サービスの民間化が進む中で生じている課題に触れ、ＮＰＯと行政が協働する政策上の意図や社会的意義、課題について考える。後半では、パートナーシップの具体的な手法や事例を紹介する。
