This course aims to revitalize community and social education administration and to deliver the knowledge and skills required to link learning outcomes to joint community and school problem solving activities. Students will also learn social education administration, imbibe knowledge of management strategies in cooperation with various stakeholders, actually evaluate local public relations strategies, promote social education by forming regional networks, and apply management strategies for social education facilities.
Students will be expected to understand the diversity of areas wherein emergent "social educators" can play active roles.
Thus, the objectives of this course are as follows:
・ to make students understand the role of social education administration and the possibility of regional revitalization from a management perspective
・ to help students apprehend the structure of a social education plan and comprehend the basics of the plan
・to facilitate students to recognize and analyze local needs and learning tasks
・ to raise awareness of social education administration in residents and local governments
This course highlights the following ideas:
① What authority is needed to foster local human resources and how they can be nurtured through social education
② Regional network formation as a learning outcome
③Formation of regional networks centered on the cooperation between the region and its schools
④Different forms and management mechanisms in social education facilities
⑤A system generating operational funds for NPOs
Since social education is a practical initiative, participatory learning will be encouraged through activities such as workshops and group discussions. (The deployment method may change depending on the number of participants.)
While it is commendable to desire to operate an NPO in the future, a grasp of the basics of management is pivotal to independence. Essentially, students must understand how government works. Learners seeking positions as civil servants or teachers instead of being employed in private organizations after graduation are encouraged to take this course.

社会教育施設、生涯学習施設、民間教育機関にて指導経験・利用経験、または、ボランティア活動での指導、指導補助の経験を有する学生。または、同等の経験を有する学生。
筆記用具（必要ならば、タブレット、PCの持ち込みは可能）。
※ 課題を毎回出題する。最低12回の課題の提出が必須。
※ 提出期限を過ぎた提出物については、正規の点数の20%として採点する。
※ 全て対面で講義を実施する予定。
※ グループワーク等の座学以外の授業を行う。
※ 対面の為、講義全体のオンライン配信は原則的に行わない。
※ 14回中、遅刻の無い出席が最低12回必要。就職活動、部活動等の活動も講義に参加していないので欠席として処理する。
※ 講義開始前までに着席していること。出席確認は講義開始とともに実施する。
※ 講義開始後20分を経過してからの講義の参加は、受講し課題を提出することができるが、欠席として処理する。
※ 電車の遅延については、30分以内の遅延は考慮しない。遅延証明書があってもアプリ等で確認できない遅延は、正常な運行状態として処理する。
※ 腹痛、トイレ等で遅刻または出席登録できなくても、考慮しない。体調が不安定な場合はそれを考慮して行動すること。
※ バスの遅延による遅刻も考慮しない。駅から歩くなどリスク回避をすること。
※ 提出した課題の不正や出席登録の偽装があった場合は、該当する学生の全ての得点を無効とし、単位修得不可として処理する。
※ 社会教育経営論を履修する時は、社会教育経営論１から履修すること。社会教育経営論２から履修も可能だが、グループワークや課題を解く為の前提条件が理解できていないため得点することが難しい。
※ 講義の内容を撮影、録音、配信することを禁じる。
※ 上記全てについて、感染症、地震、災害などが発生し、上記について遵守することが困難な場合は、別途、指示をする。
※ 講義の順序や内容は変更になることがある。
多様な主体と連携・協働を図りながら、学習成果を地域課題解決や地域学校協働活動等につなげていくための知識及び技能の習得を図ることを目的として、社会教育行政と地域活性化，社会教育行政の経営戦略、学習課題の把握と広報戦略、社会教育における地域人材の育成、学習成果の評価と活用の実際、社会教育を推進する地域ネットワークの形成，社会教育施設の経営戦略等とを修得することを目的とする。
このような多様な領域と連携は、新たに生まれた「社会教育士」の活躍が期待されている領域であることを学生が理解していただき授業に臨んでもらいたい。
以上を踏まえ、本科目においては、ねらい・到達目標を次の通りとする。
・社会教育推進のための地域人材の重要性を理解する。
・学習成果の評価及び活用とその支援方策について理解する。
・地域におけるネットワークの形について理解する。
・地域の活動支援のための知識及び技術を身につける。
・居住する、もしくは郷里の地方自治体における社会教育行政への関心を高める

等を柱に授業を展開していく。
なお、社会教育は実践的な取り組みであることから、授業においてもワークショップやグループ討議など、参加型による学習を適宜行う。（受講者数に応じて展開方法は変更することがある）
将来、NPO法人を運営するのも良いと思う。ただ、運営の基本がわからなければ、独立は難しい。基本は、行政のあり方を理解する必要がある。卒業後の進路として民間企業よりも、公務員や教員を検討している学生には、履修を勧めるものである。
