The objectives of this course are to enable students to:
・Demonstrate a fundamental understanding of the core concepts, theories, and analytical frameworks within the "Policy Process."
・Analyze public policy through the lens of the "Policy Cycle" (Stage Theory), encompassing each phase: agenda setting, policy formulation, decision-making, implementation, and evaluation.
This course examines each stage of the "Policy Process" by integrating theoretical frameworks with practical case studies. The curriculum concludes with an in-depth discussion and critical analysis of Public Policy Evaluation.

| ※ICT 機器と生成 AI を用いたリアルタイム授業 1. 授業中のリアルタイムなコメント 2. 理解度確認テストの回答 3. 講義内容に関わる情報をインターネットから検索するよう指示した際の結果 以上の投稿内容を反映しながら授業展開する。 教員が準備するシステム上にてリアルタイムな授業参加をする。学生はスライド上に表示された QR コードや URL から入力フォームにアクセスし、スマートフォンやタブレットなどの ICT 機器から回答する。回答されたコメントは教員の ICT機器にリアルタイムに集計され、教員とのディスカッションなど双方向授業に活用される。ICT 機器を所持していない場合や機器にトラブルが生じた場合は、授業後にアナログ形式（紙やノート等）でコメントを教員に提出しても構わない。また生成 AI を用いた授業促進も準備している。詳細は初回授業で説明する。 This course implements real-time, interactive lectures utilizing ICT devices and Generative AI. 1. Interactive Components Instruction will be dynamically adapted based on real-time student input, including: Real-time comments submitted during lectures. Responses to comprehension checks (quizzes). Results of web-based research conducted in class upon the instructor’s request. 2. Participation Method Students will participate via an online system provided by the instructor. You can access the submission forms by scanning QR codes or entering URLs displayed on the lecture slides using smartphones or tablets. Accommodations and AI Use Technical Contingencies: If you do not own an ICT device or encounter technical issues, you may submit your comments in analog format (e.g., on paper or in a notebook) after class. ・Follow-up Courses: For those interested in further deepening their understanding of practical cases and methodologies in local governance, taking "Regional Management" (scheduled for the following term) is highly recommended.

本授業の目標は、以下の2点です。
・「政策過程」における基本的な考え方や概念、理論、枠組みが理解できるようになる。
・「政策過程論」の各段階論（アジェンダ設定、形成、決定、実施、評価）を視角として、公共政策を考えることができるようになる。
