【Course Objectives】

①To understand the historical processes linking pollution (environmental destruction) with citizen formation and the reconfiguration of education.
②To reflect on citizen formation through films, narratives, and historical records, and to organize and express one’s own ideas.
③To listen attentively to the perspectives of others, understand them accurately, and communicate one’s own views effectively.

【Course Contents】

Have you ever heard the term “kōgai” (industrial pollution)?
“Yes, I have. We learned about it in elementary school social studies—Minamata disease, the Four Major Pollution Diseases, and so on.”
Most of you would probably answer in this way. And of course, that answer is correct.
However, when you respond like this, isn’t your image of “pollution” something like a distant episode from long ago—much like the Great Kantō Earthquake or the Pacific War?
In this course, which bears the title Theory of Civic Education, I would like to deliberately focus on this issue of “pollution,” which may seem remote from your own lives. The reason is that when we look closely at the actual sites of pollution-related problems, we can trace the processes through which citizens emerged—people who confronted these problems, sought their resolution, and worked to overcome them. At the same time, we can observe the expansion of various initiatives aimed at cultivating citizens, grounded in these very experiences. In other words, it is through confronting pollution-related problems that citizens come into being, and that education for citizen formation develops and spreads.
In this course, we will examine two major pollution cases—the Ashio Copper Mine Pollution Incident and the Minamata Disease incident. Through films, documentary footage, narratives from practitioners, and historical records related to these cases, we will trace the processes described above.
Needless to say, the goal of this course is for each of you, through this work, to think about, articulate, and discuss questions such as “What is a citizen?” and “What should education for citizen formation be like?” Ultimately, you are expected to develop your own theory of civic education.
