This course aims to provide a solid understanding of the policy process in Japanese local governments from the perspective of public administration.
Our daily lives are shaped by a wide range of public policies, but have you ever thought about who designs them, why they are formulated, and how they are implemented?
Focusing on local governments as key policy actors, this course provides an overview of the institutional formations, practical developments and challenges in local government policy process. Particular attention is given to the role of local governments in the provision of public services, especially as they interact with national governments and the private sector. While Japan serves as the primary case, the course is also drawing on examples from around the world, including Asia. The specific policy areas explored in the second half of the course may be adjusted flexibly.

本授業では、行政学の視点から、日本の自治体における政策過程の実態とその特徴を理解することを目標とする。
This course aims to provide a solid understanding of the policy process in Japanese local governments from the perspective of public administration.
私たちの日常は様々な政策によって形づくられていると言っても過言ではない。しかしその政策を、誰が、なぜ、どのように立案し、実施しているのかは必ずしも自明ではない。
本授業では、政策主体としての自治体政府に着目する。住民のニーズの実現を目指すとされる自治体政策という領域について、制度形成の背景から、具体的な実践の展開、さらには課題まで論じる。とりわけ、全国政府や民間との関係性を踏まえつつ、公共サービスの提供における自治体政府の役割を考えていく。アジアを含む世界の事例をも視野に入れながら、日本への理解を試みる。なお、後半で取り上げる政策領域は、変更の可能性がある。
