【Course Objectives】

The course objectives are as follows.
First, to deepen understanding of the ombudsman system and citizen participation, and to recognise the need to redress grievances against the public administration.
Secondly, to acquire a basic grounding in building a democratic system in which all people, including the socially vulnerable, are involved in government (municipalities) and in the creation of public services.

【Course Contents】

The ombudsman system exists as a mechanism to receive complaints arising from administrative errors, resolve them from a third-party standpoint and improve administrative management. On the other hand, today, citizen participation is widely promoted and there are various opportunities for participation, ranging from the formation process of municipal policies to the activities of neighbourhood associations and community groups.
If the function of the ombudsman to receive complaints is viewed in relation to citizen participation, it can be seen as an ombudsman system that complements citizen participation in how the voices (complaints) of those who cannot participate in citizen participation due to social distortions are incorporated into municipal management. This is then linked to the redress grievances against the public administration. It then develops into a theory of governance, in which citizens as sovereigns create a new system of governance, as well as a theory of government, in which citizens as sovereigns create better and more democratic government.
This lecture will first explain the fundamentals of the individual issues surrounding the ombudsman and citizen participation. Based on this, the lecture will then explain the redress grievances against the public administration, which plays a complementary function in the construction of democratic societies and plays a lubricating role in government and governance.
