Graduate students learn the basics of policy legal affairs, especially local government legal affairs. The goal is (1) to be able to objectively and analytically grasp public policy issues. (2) Understand the systems for solving public policy issues. (3) Examine how to apply it to actual administrative activities.
Policy legal affairs are the realization of policies, especially in local governments, through various legal activities such as the interpretation and application of laws and regulations, revision and enactment of ordinances and rules, new enactment, and litigation. We will take up each of the specific issues that local governments are facing today (e.g., decisions on public welfare, measures for same-sex couples, human rights issues for foreign residents, measures against vacant houses, regional transportation, etc.), and study the status of each issue, the establishment and application of the law, and how local government ordinances are established to solve the problems.

政策法務とりわけ自治体法務の基本的事項を学びます。到達目標は、⑴今現在地方自治体で政策課題になっているものを知る（立法事実）、⑵立法事実となっている政策課題を解決するための制度について理解する。⑶現実の行政活動への適用方法を検討できる、です。

政策法務とは、法令の解釈運用、条例、規則の改正や新規制定、訴訟など様々な法務活動を通じて、とりわけ地方自治体における政策を実現させることです。今日、地方自治体が具体的に直面している課題を一つ一つ取り上げ（例：生活保護の決定処分、同性カップルに対する施策の有り様、外国人住民の人権問題、空き家対策、地域交通等々）、それぞれの課題の状況、法の定めと法の適用、課題解決のための国法や自治体条例の定め方などについて学習します。
授業では、国や地方自治体が直面する問題を取り上げ、皆さんに投げかけ、グループ討論し、発表し、どのような政策を立てたら解決に向かうのかを立案するという方法も取り入れます。
