The goals of this course are to
(1) Understand the history of disasters, and also develop an awareness of the issues surrounding today's increasingly large-scale, complex and frequent disasters.
(2) Understand the basic principles and concepts related to disaster recovery, as well as typical examples of recovery in disaster-affected areas.
(3) Be able to explain the issues that arise in local communities during the process of disaster recovery (especially issues related to disaster welfare).
(4) Be able to think about disaster recovery and disaster welfare as your own problem,by putting yourselves in the shoes of disaster victims, especially those who are vulnerable and find themselves in difficult situations when a disaster strikes.
In this course, we will study the history and systems of disasters in Japan and around the world, and aim to acquire basic knowledge about the issues that arise in local communities during the process of disaster recovery (especially issues related to disaster welfare).
We will consider and look at the ideal form of disaster recovery and disaster welfare, asking the question of who should disaster recovery efforts be for and how it should be carried out.

予習としては、新聞・テレビ・ウェブサイトなどから、今日の災害や被災地域の復興のなかで生じている様々な問題について情報を収集しておくことが望ましい。
また復習として、授業時に示した参考文献・参考資料を読み込むことが有効である。また、授業時にとったメモをもとに、授業をきっかけに得た自らの疑問と関心を書き出しておくことが望ましい。
毎回の授業終了時には、リアクションペーパーを提示する。次回授業の前日17時までにCanvas LMSから提出すること。
各回の予習・復習にはそれぞれ2時間程度を要する。

授業後のリアクションペーパー執筆の際は、授業内容を復習するとともに、関連するテーマについて新聞・テレビ・ウェブサイト、授業時に示した参考文献・参考資料を調べて皆さんの問題関心を深めていただければ幸いです。
・学生が国内外の災害史を理解するとともに、大規模化・複雑化・頻発化する今日の災害に対する問題意識をもつことができる。
・学生が災害復興に関する基本的な理念や概念、および代表的な事例を理解することができる。
・学生が災害復興の過程において地域社会で生じる課題（とりわけ災害福祉に関連する諸課題）について説明することができる。
・学生が生活者・被災者、とりわけ災害発生時に厳しい状況におかれる災害弱者の視点に寄り添い、災害復興・災害福祉を自分の問題として考えることができる。

本講義では、日本および世界における災害の歴史と制度を学ぶととともに、災害復興の過程において地域社会で生じる課題（とりわけ災害福祉に関連する諸課題）について基礎的な知識を身につけることを目指す。
災害復興は誰のために、どのようになされるべきかという問いを抱いて、望ましい災害復興・災害福祉のあり方を検討し、展望する。
