【Course Objectives】

There is a prevailing narrative that the "liberal international order" constructed by the United States and its allies after World War II is being challenged by China, Russia and other states and entities. Indeed, the gap in hard power between the U.S. and China has been narrowing year by year, and since the 2010s, countries centered around BRICS have been increasingly critical of "Western" nations and the international organizations they have led, while also pursuing the creation of alternative regimes. At the same time, attention has also turned to the United States itself, as it withdraws from multilateral frameworks and adopts protectionist trade policies—despite having been a key proponent of the "liberal international order".

Is the international order truly undergoing transformation? In this seminar, we will address three key questions: (1) How should we recognize and describe international order? (2) What indicators should be used to assess its change? (3) What visions for the future of international order have been proposed? Through careful reading and discussion of relevant literature, students will ultimately answer the question, "Is the international order changing?" in the form of an essay and an oral presentation at the end of the semester.

【Course Contents】

n the first half of the seminar, students will critically read key literature on international order and discuss methodological approaches to understanding it. Building on this foundation, the second half of the course will focus on independent research, where each student will select a specific area of study and attempt to describe the dynamics of international order. Students will identify specific rules, institutions, or power balances they wish to examine and establish appropriate indicators to measure changes in the order.

During the research phase, students will be expected to present their findings frequently, engaging in discussions to refine their analysis. In the final session, students will present their conclusions both orally and in written form.
